Weathersfield looks to grants

Public works funding would go toward township road projects

WEATHERSFIELD — Trustees approved allowing Administrator David Rouan to apply for capital improvement / local transportation improvement program funds through the Ohio Public Works Commission for two road projects in the township.

The first road that board members discussed at their meeting Tuesday was Ohltown Girard Road, also known in some sections as West Webb Road. Rouan said the project goes from the Austintown limit on West Webb Road to Ohltown Mineral Ridge Road.

The township already has 80 percent of the funds for the project secured through a $223,690 federal Surface Transportation Block Grant. The grant through OPWC would provide the remaining 20 percent needed to complete the project.

The other road project for which Weathersfield will be seeking state funds is on County Line Road. Rouan said the County Line Road project will be between state Route 46 and Four Mile Run Road near the Austintown limit.

“This is a $1 million project,” Rouan said.

Weathersfield has secured $831,250 in Surface Transportation Block Grant funds, and the grant through OPWC would provide the remaining 20 percent needed to complete the project.

Weathersfield is partnering with Austintown in applying for funds for the County Line Road project. Rouan said that for a road like County Line, the partnership with Austintown was necessary.

“County Line Road is a road that is divided between two jurisdictions,” he said. “That makes it very difficult to maintain and to do work on. Anytime you do a project like that, you have to enter into a cooperative agreement, and one entity has to be the leader, which is Weathersfield. We have to do it together, but technically, Weathersfield is the lead, and we apply for the funds on behalf of both communities.”

Rouan said the township will not receive the state or federal funds until late 2024 at the earliest. He said the resurfacing projects likely will begin in 2025. Rouan said no township funds will be used for the projects.

“It will definitely be nice when we get there,” Trustee Edward Whittaker said. “Anything that we can do to move it along will help.”

“It sure helps that we’re partnering with Austintown,” Trustee Richard Harkins said.
