Boardman man faces kidnapping, robbery charges

YOUNGSTOWN — Tim L. Miller, 49, of Glenwood Avenue in Boardman, was indicted this week on kidnapping and several other charges in a Dec. 3-4 incident in which he is accused of kidnapping and robbing a man he knew.

Miller’s kidnapping charge includes a notice of prior conviction specification and repeat-violent-offender specification. He also is indicted on robbery with a notice of a prior conviction specification and repeat-violent-offender specification.

Miller also is indicted on grand theft, possessing criminal tools and aggravated drug possession. Miller was arrested Dec. 17 by the U.S. Marshals Service.

According to Boardman police, a man went into a GetGo gas station on Boardman-Poland Road around 8 a.m. Dec 4 and called police. The man said he had been kidnapped and dropped off near that location. When police arrived, they noted ligature marks on the man’s wrists and that he was visibly upset. He said he was kidnapped, robbed at knifepoint and robbed of his vehicle by a man he only knew by an alias. The alleged victim said the suspect was a former associate.

About 9 p.m. Dec. 3, the alleged victim arrived at Walgreens on Market Street in Boardman, where he ran into the former associate.

He was tied up with a cord in his car and searched. The associate then demanded to know the PIN codes on his debit cards, a police report states. The two drove around, then returned to Boardman, the alleged victim told police.

Also indicted was Darnell E. Jackson, 20, of West Chalmers Avenue, on felonious assault with a gun specification, discharging a firearm on or near prohibited premises with a firearm specification and having a weapon while not allowed.

The charges stem from a Nov. 29 incident in which Jackson is accused of firing shots at a person trying to repossess a vehicle in Youngstown.

Jackson was arrested in December on warrants during a traffic stop in Youngstown.

Police were alerted to an incident Nov. 29 in which a man was trying to repossess a vehicle on Plum Street. The man was not struck by the gunfire, police said.

Also indicted are:

• James A. Fuschillo, 61, Brownlee Avenue, Poland, violating a protection order;

• Luis S. Perez, 47, Mahoning County jail, intimidation of an attorney, victim or witness in a criminal case;

• Cedric L. Neeley, Cuyahoga Street, Akron, domestic violence;

• Joseph L. Shipley, 34, Fairmont, W.Va., two counts of aggravated drug possession with specifications of forfeiture;

• Joshua L. Cosco, 31, Wendy Lew, Va., two counts of aggravated drug possession with specifications of forfeiture;

• Jordan M. Farley, 37, Wendy Lane, Poland, two counts of aggravated drug possession and one count of LSD possession;

• Brian S. Palmer II, 24, New Road, Austintown, breaking and entering;

• Jacob Navarro-Santiago, 41, Mahoning County jail, felonious assault, child endangering, three counts of aggravated menacing and three counts of domestic violence;

• Antonio Castaing, 32, Mahoning County jail, domestic violence;

• Frank S. Sackela, 38, Mahoning County jail, aggravated drug possession and illegal use or possession of drug paraphernalia;

• Ryan R. Repko, 35, Youngstown-Kingsville Road, Cortland, theft.
