Delayed bakery tax abatement looks like a go

YOUNGSTOWN — A tax abatement for a commercial bakery that’s been on hold since late July appears to have the support of city council.

The abatement for P&S Bakery was discussed Friday by council’s community planning and economic development (CPED) committee. Its three members were agreeable to giving the abatement.

During a July 29 council meeting, council voted 4-3 to refer the request to the CPED committee. Among the four members who voted to delay the tax break were Councilwomen Basia Adamczak, D-7th Ward, and Samantha Turner, D-3rd Ward, who are on the CPED committee and supported the abatement Friday.

The earliest council can vote on the abatement is Oct. 7. It also will need the approval of the board of control.

Turner, who toured P&S’s location at 2716 Intertech Drive on the city’s West Side, said, “It was a really great, informative visit. They’ve invested a lot in the property.”

P&S is a commercial bakery that makes pepperoni rolls and other specialty breads stuffed with meats, cheeses and sauces as well as cookies. It was established in 1999.

It purchased the Intertech Drive property for $1.5 million and plans to invest $1.2 million in improvements to the structure and for equipment. The business is located at 3279 E. Western Reserve Road in Poland.

The company employs 57 full-time workers and four part-timers and plans to add 20 full-time employees annually in 2021 and 2022.

The request is for a 75 percent, 10-year real property tax abatement. It would save the company $84,412 in property taxes over a decade while it pays $28,137.

The Youngstown location is 43,000 square feet, more than double the 20,000 square feet the company is leasing in Poland.

The company’s annual payroll is $1.88 million, said T. Sharon Woodberry, the city’s economic development director. When the 40 additional employees are hired in two years, the company expects the annual payroll to increase by $882,482.
