Ex-police officer pleads guilty in sex case

YOUNGSTOWN — A man who worked as a Youngstown police officer for 10 years pleaded guilty Wednesday to three counts of felonious assault in Mahoning County Common Pleas Court, but had an additional 19 charges dropped as part of the plea deal, court record show.

Arthur Carter, 46, was indicted in 2018 on 23 counts, including two counts of rape, several sexual battery charges, several charges of unlawful sexual contact with a minor, disseminating matter harmful or obscene to a juvenile and illegal use of a minor in nudity-oriented material, according to court records.

The case stems from an investigation by the Ohio Attorney General’s Crimes Against Children Unit, for sex acts with underage girls between 2001 and 2009.

Carter was previously indicted in 2017 for sexual acts with a minor that occurred in 2009. A superseding indictment in April 2018 added two more victims who were between age 15 and 18 when the acts occurred.

Carter was employed by the Youngstown Police Department for almost 10 years and was an assistant girls’ track coach at Ursuline High School.

Carter’s trial was scheduled Sept. 8. He will remain free on bond until his sentencing, court records show.

He has been on unpaid leave from the Youngstown Police Department since his indictment.
