Task force offers reward for capture of Youngstown fugitive

YOUNGSTOWN — The Northern Ohio Violent Fugitive Task Force is offering a reward for information leading to the capture of fugitive Phil-Lysha Cummings, 20.

Cummings is wanted by the Youngstown Police Department and U.S. Marshals Service for allegedly discharging a firearm into a habitation. On Dec. 4, Cummings is suspected of firing several shots at a vehicle because she was having an argument with the driver, according to a task force press release.

She also allegedly tried to prevent him from leaving by blocking in his vehicle before opening fire, it adds.

Cummings is black female, 5 feet, 6 inches tall and weighs about 174 pounds. She is believed to be in the Youngstown or Cleveland areas.
