Court binds over shooting suspect, arraigns others

CAMPBELL — A Youngstown man charged in a shooting on Jean Street in August was bound over to Mahoning County Common Pleas Court last week.

Keith L. Franklin, 31, of Lamont Avenue, appeared for a preliminary hearing Sept. 12 in Campbell Municipal Court on two counts of felonious assault, possession of a weapon under disability and discharging a firearm. All but the discharging count are felonies.

The charges stem from an Aug. 6 incident at 91 Jean St., where Franklin is accused of shooting 19-year-old Dallas Van Cobb. The police report states the shooting happened after Van Cobb confronted Franklin about assaulting one of Van Cobb’s sisters with a baseball bat earlier in the day.

Franklin turned himself in at Campbell Police Department on Aug. 14 after warrants were issued for his arrest. He remains in custody at the Mahoning County Jail on a $100,000 bond.

OTHER CASES

Also appearing on Sept. 12 was Isaias Mendoza Ortega, who was arrested Sept. 10 after leading police on a brief chase right to his Kendall Avenue apartment. After searching his vehicle, Ortega was found to be in possession of a 9mm handgun and 88 rounds of ammunition, as well as 129 grams of marijuana in a glass jar and $397 cash.

Ortega appeared by video from Mahoning County jail. Judge Patrick P. Cunning imposed a $9,500 10% cash or surety bond and set a preliminary hearing for 9 a.m. Tuesday.

On Friday, the court held a preliminary hearing for Zyqyuan D. Robinson, 22, of West Ravenwood Avenue in Youngstown. Robinson was arrested on misdemeanor and felony charges related to animal cruelty.

A warrant was issued for his arrest after police completed an investigation into the death of a dog whose body was found wrapped in a shower curtain in a dumpster on Matawan Avenue.

Campbell humane officer Jim Conroy said the dog’s body was sent to a veterinarian in Darlington, Pa. for a necropsy.

“The dog suffered tremendously, and it suffered for several days before it died,” Conroy said.

The investigation showed that Robinson had resided at 640 Matawan, across the street from where the dog was found, but moved out that same weekend.

Robinson posted a $50,000 10% cash or surety bond and is due back in court later this month.
