Girard man to take competency tests

WARREN — A Girard man facing multiple charges in a case alleging sexual offenses against two boys will undergo a competency evaluation.

Police say the boys were being given gifts for sexual favors.

Jack Ryan Zeigler, 23, of Avon Avenue, was charged last year with three counts of rape that each carry potential life sentences; four counts of unlawful sexual conduct with a minor, two counts of compelling prostitution and one count of gross sexual imposition.

Police reports state the offenses were reported by a parent in late July and had been happening over two years. The alleged gifts included gift cards, reports state.

Zeigler has been free after posting bond in the case in August 2022.

The evaluation order was given by Trumbull County Common Pleas Judge Ronald Rice during a Tuesday pretrial hearing for Zeigler.

Attorney Gary Rich said Zeigler’s cognitive functioning and IQ will be looked into by a psychologist who will evaluate the defendant’s competency and whether he is able to tell the difference between right and wrong.

Results for the evaluation will take between 30 to 60 days before a new court hearing will be scheduled for Zeigler.
