S. Side man indicted on rape, endangering

YOUNGSTOWN — Devin A. Davis, 32, of Cameron Avenue, was indicted Thursday on rape and child endangering on allegations that he had sex with a girl younger than 13 from April 1 through June 8.

The indictment alleges that the girl was found in a home that smelled strongly of urine and feces.

Davis was booked into the Mahoning County jail June 9 on an alleged probation violation after a girl was found hiding in the attic insulation of Davis’ home on the South Side. If convicted of the rape charge, Davis could get a life prison sentence. He remains in the Mahoning County jail.

Police received a tip about a 12-year-old runaway girl who was using Facebook. Youngstown police obtained information from Facebook that indicated the activity was associated with Davis’ home on Cameron Avenue.

Police and an Ohio Bureau of Criminal Investigation agent went to the home and noticed a strong smell of urine and feces. The front porch was covered in garbage, according to a police report.

No one answered the door, but officers found a pit bull-mix dog in a cage with no food or water that appeared to be dehydrated and emaciated. One officer called Animal Charity and the city’s code enforcement division. Officials with Animal Charity, the dog warden’s office and code enforcement responded to the scene.

Davis eventually started to speak to agents through his doorbell application but said he was not home. He said he did not know the missing girl, but officers received tips that a young girl had been at the home, the report states.

An officer with the Mahoning County Probation Department advised officers that Davis was on parole in a 2020 Mahoning County Common Pleas Court case in which Davis pleaded guilty to aggravated assault.

The officers started to write a search warrant for Davis’ home, but Davis came home and allowed officers inside. Before entering the home, humane agents removed the dog from outside and one from inside.

During a search, the girl was found hiding in the attic insulation. She “was visibly angry with officers, wailing her arms about and screaming” and saying she was not a runaway and did not want to leave, the report states.

The girl said she hated the place where she was living — and said she was having consensual sex with Davis, according to the police report. She was taken to Akron Children’s Hospital by ambulance for an evaluation.

Davis told police he did not know the girl’s age, that she told him she was 21, according to the police report.

Davis’ probation officer gave officers an “order of hold” for Davis for a potential probation violation on the common pleas court conviction, which had placed him on probation for 18 months starting Oct. 29, 2020.

Others indicted Thursday are:

• Keisha N. Williams, 27, Leo Avenue, disseminating matter harmful to juveniles;

• Andrew S. Morris, 53, Mahoning County jail, failure to comply with the order of a police officer with a gun specification, obstructing official business with a gun specification, improperly handling firearms in a motor vehicle, operating a motor vehicle impaired and inducing panic;

• Shirley A. Korda,, 63, Mahoning County jail, cocaine possession, petty theft, falsification, illegal use or possession of drug paraphernalia and criminal trespass;

• Wayne M. Kerns, 32, Southern Boulevard, Boardman, failure to comply with the order of a police officer and obstructing official business;

• Corey P. Miller, 30, East Park Avenue, Columbiana, breaking and entering, theft of drugs, failure to comply with the order of a police officer and possessing criminal tools;

• Rayvenn D. Ortiz, 26, Melrose Avenue, Boardman, failure to comply with the order of a police officer, vehicular assault, failure to stop after an accident and operating a motor vehicle impaired;

• Eric S. Jordan, 58, Rosedale Avenue, tampering with evidence, aggravated drug possession with a gun specification and escape;

• Ashley L. Chiovitti, 35, Winchester Avenue, aggravated drug possession, fentanyl related compound possession and possession of drug abuse instruments;

• Malik A. Marrow, 24, Plaza View Court, grand theft of a motor vehicle, unauthorized use of a vehicle and fentanyl-related compound possession with a specification of forfeiture of a gun in a drug case;

• Jermaine C. Bunn Sr., 46, Maywood Drive, Boardman, fentanyl-related compound possession, aggravated drug possession and drug possession;

• Shequila T. Daniels, 27, East Boston Avenue, felonious assault, aggravated assault, criminal damaging or endangering and aggravated menacing;

• Ralph E. Thomas IV, 43, St. Claire Avenue, Girard, aggravated drug possession;

• William E. Gray, 42, Forest View Drive, cocaine possession with a specification of forfeiture of money in a drug case;

• Milton C. Glenn Jr., 44, Mahoning County jail, tampering with evidence, fentanyl-related compound possession, selling, purchasing, distributing or delivering dangerous drugs, falsification and illegal use or possession of drug paraphernalia;

• Donte D. Spayde, 23, Weston Avenue, Poland, failure to verify address;

• James W. Walraven, 44, Allen County Sheriff’s Office, Lima, Ohio, intimidation and retaliation.
