Youngstown woman indicted in canine dragging episode

YOUNGSTOWN — A Jacobs Road woman was indicted Thursday in Mahoning County Common Pleas Court on a charge of cruelty to companion animals after she allegedly dragged a chained dog down the street with her car May 29.

Mechelle E. Kelly, 55, is likely to be arraigned in the next couple of weeks on the fifth-degree felony charge. If convicted, she could get up to a year in prison.

According to the Animal Charity of Ohio, Youngstown Police Department and Animal Charity were called to Youngstown’s East Side after a witness reported seeing the female mixed-breed dog named Oreo being dragged about 100 yards down the street at 35 mph.

Afterward, the dog was chained up in the back yard. The dog was missing all of her nails on one foot and had serious abrasions on all of her legs, stomach and lower jaw, officials said.
