Third man sentenced in area cocaine enterprise

CLEVELAND — Casimiro Hildalgo-Herrera, 29, was sentenced to four years in federal prison Wednesday for being among five men who prosecutors say distributed cocaine from homes at 4046 Kirk Road in Austintown and 3514 Dover Road in Youngstown in September 2019.

Court documents say Hildalgo-Herrera was responsible for counting and storing the hundreds of thousands of dollars the group made, and storing the group’s cocaine. Hildalgo-Herrera is not a U.S. citizen.

Judge James S. Gwin in U.S. District Court sentenced Hildalgo-Herrera by video after Hildalgo-Herrera pleaded guilty in January to conspiracy to distribute cocaine.

Hildalgo-Herrera will serve two years probation after he is released from prison, and he gets credit for time served since September while awaiting trial.

In a sentencing memorandum written by his attorney, Sam Amendolara of Boardman, Hildalgo-Herrera admitted to helping distribute 19 kilograms (41 pounds) of cocaine in September 2019.

“My job was to count the money, store the money and the cocaine. I am sorry for what I did, especially since I came here to work to support my family,” Hildalgo-Herrera stated in the filing.

The memorandum states that federal authorities confiscated $317,530 in cash from the Dover residence Sept. 24, 2019, while serving a search warrant on the Dover and Kirk Road homes. The cash will be forfeited to the federal government.

The cash was found followed the Sept. 24, 2019, find by law enforcement of 19 kilograms of cocaine in a pickup truck driven by another of the men, Jose Francisco Espinoza-Medina, 30. Authorities found the drugs after a traffic stop in northern Ohio by the Ohio State Highway Patrol, according to court filings.

The case began in April 2019 with the U.S. Drug Enforcement Administration in Youngstown receiving word from agents in Wichita, Kan., regarding a suspected member of a drug trafficking organization staying at the Super 8 in Youngstown.

Local agents later observed the man meeting with a person living in Campbell. Agents watched the men and a third person from Campbell, Jose Guadalupe Vasquez-Rios, according to court records. Hildalgo-Herrera was among the people observed at the Youngstown-area homes with Vasquez-Rios, according to court documents.

Agents said they observed a GMC Sierra truck registered to co-defendant Espinoza-Medina in Camden, Tenn., on June 6 and later in Kentucky. The next day, the truck was seen at the Kirk Road residence, and Vasquez-Rios was seen entering the front of the home, which belonged to Vasquez-Rios.

Hidalgo-Herrera was observed at the Dover and Kirk Road homes with various co-defendants in September, the records state.

The memorandum states that Hildalgo-Herrera was born in Manuel Doblado, Mexico, and grew up in Mexico, graduating from high school in 2009 and entering the United States in 2009 to obtain a job. He returned to Mexico in 2012, then returned to the United States in 2013 and again in 2015.

He worked for various landscaping companies between 2009 and 2019 and worked as a roofer in Solon from July 2019 until his arrest in September, the memorandum states. He has been in federal custody since September. He lived at the Dover residence for two to three months prior to his arrest.

He married his wife, Josefina Sarai Rios-Morales, 21, in Newbury, Geauga County, in March 2017. The couple has one child, and his wife is due to give birth again this month, documents say.

Two other co-defendants — Javier Delgado-Ortiz, 38, and Hector Delira-Rico, 25 — were sentenced to prison earlier, Delgado-Ortiz getting 14 months and Delira-Rico getting four years and nine months.
