YOUNGSTOWN — Terrence A. Machen, 35, of Volney Road, will be arraigned at 9:30 a.m. Tuesday in Mahoning County Common Pleas Court on several serious 2023 felony charges after Machen was arrested Saturday during a traffic stop in the city.

A state trooper made the stop at Market Street and Midlothian Boulevard in Youngstown. During the stop, a trooper discovered Machen had a kidnapping warrant from 2022 from Youngstown Municipal Court, a Youngstown police report states. The trooper took Machen to the Mahoning County jail.

The report does not mention it, but Machen also has a warrant for a 2023 felony case in which he was indicted on charges of aggravated robbery, two counts of felonious assault and two counts of kidnapping, all with firearm specifications, and one count of being a felon in possession of a firearm, according to court records.

Machen was indicted in 2023 on the robbery, kidnapping and felonious assault charges. But he did not appear for his June 27, 2023, arraignment and was never located until Saturday — three years later.

Machen was arraigned in Youngstown Municipal Court Monday on the 2022 kidnapping charge, which was filed Nov. 17, 2022. It’s unclear whether the kidnapping charge is associated with the felony charges in common pleas court.

KIDNAPPING ALLEGATIONS

Machen was one of three men indicted in a July 31, 2022, incident in which they were accused of kidnapping two men and assaulting a woman.

Each suspect was indicted on a charge of aggravated robbery with a specification that a firearm was used in commission of a crime, as well as two counts each of felonious assault and kidnapping, both with firearm specifications.

Machen and Robert L. Ervin, then 35, each additionally were indicted on a charge of being a felon in possession of a firearm because of a prior felony conviction. The third defendant was Corey R. Council, then 34, who was indicted on similar charges.

A check of common pleas court records shows that the charges against Council were dismissed in early 2025, and the charges against Ervin were dismissed in 2024. In both cases, prosecutors dismissed the charges without prejudice, meaning charges could be refiled later. The court entries in both cases do not explain the reason why the charges were dismissed.

When Mahoning County Prosecutor Lynn Maro was asked Monday what the reason was that the charges were dismissed, she said she would have to check with the detectives and prosecutor who handled the case to answer that.

2022 ALLEGATIONS

A 2022 Youngstown police report stated that officers were called at 12:34 p.m. July 31 to Cassius Avenue and McGuffey Road on the East Side for a crash involving a white Transit van that may have been connected to a call about 14 minutes earlier on Thurber Lane on the West Side of Youngstown.

A man with the Transit van said he was a victim of a kidnapping on Thurber earlier. He said three men wearing black masks grabbed him. Another man came out of a Kia automobile on Thurber, and he was assaulted several times. He said he and the other man were thrown into the Transit van. He said at some point, he was able to grab the wheel of the Transit van, causing it to crash.

He fought with one of the assailants, who had a box cutter, and the victim was cut on the hand. The assailant ran from the van. The victim was taken to St. Elizabeth Youngstown Hospital for treatment, and the Transit van was towed for investigation.

Officers had gone to the 2200 block of Thurber Lane at 12:21 p.m. and spoken with a woman who said she had partied that night with two men, including one who was her boyfriend. When they arrived at her home on Thurber, the men got out of a Transit van wearing masks, and one of them had a gun.

They threw her to the ground and struck her in the head with a firearm, she said. She heard the people in the Transit van leave, and the two men she was with were gone.

The woman described partying with her boyfriend and the other alleged victim at several locations around the Youngstown area that night and being attacked at her home at the end of the night.

Police also were called to Edwards Street that night, where the other alleged male victim was found with a severe head wound. He was taken to the hospital and was deemed to be in stable condition.

The man said four men got out of the Transit van on Thurber, grabbed him, put a bag over his head, tied him up and put him in the Transit van. He said eventually the men dumped him out at an unknown location with the bag still over his head and his hands still tied. He asked people in a home on Edwards for help, and they called 911.
