Warren traffic stop leads to Campbell man’s arrest

WARREN — Jermell Williams of Campbell pleaded not guilty to handling firearms in a moving vehicle, obstructing official business and resisting arrest in front of Warren Municipal Court Judge Patricia Knepp on Monday morning.

According to a police report, an officer was heading north on North Park Avenue when they noticed a black Nissan Altima in front of them and continued to follow it after it made a sudden westbound turn.

The officer noted the vehicle continued to make sudden turns, observed the driver proceed through the intersection at Federal Street NW without yielding to oncoming traffic and failing to activate their turn signal within 100 feet of a stop sign at Arlington Avenue and Douglas Street, which led the officer to initiate a traffic stop.

The officer spoke with the woman driver and the man in the passenger seat, later identified as Williams, noting that he was wearing a black puffer jacket when the weather conditions were sunny and almost 70 degrees, adding that the conditions matched a person concealing a weapon, based on his training.

The report states the officer was writing a traffic citation for the woman for her violations when another officer arrived on the scene and told him that Williams, 22, was known to carry firearms, leading the officer to approach the passenger side of the vehicle and order him out.

The report states Williams questioned why he had to do so, to which the officer noted it was a lawful order, adding he would be under arrest if he did not comply.

The report states Williams was ordered out of the vehicle three times before exiting on his own, and the officer grabbed him by his right arm. Upon doing so, Williams began to tense up and moved his hands downward and toward his waistband/abdomen area in an attempt to retrieve something, pushing off the vehicle to avoid officers’ control of him, the report states.

The report states the two officers struggled with him until a third officer arrived on the scene and handcuffed him.

The officers searched Williams, revealing a 9mm handgun with an extended magazine in his jacket pocket.

Williams is set to appear back in court Friday, court records show.
