North Lima woman indicted on felonious assault in attack on man
YOUNGSTOWN — Justine E. Bissell, 54, of North Lima, was indicted recently on felonious assault and felony assault in an Aug. 4 incident at a home in Beaver Township in which she is accused of stabbing her domestic partner with scissors.
If she is convicted of felonious assault, Bissell could get about eight years in prison. The felony assault could result in another 18 months in prison.
Officers were dispatched to the home at 9:35 p.m. for an unknown problem. The address and street name of the incident are blacked out in the report under Ohio’s Marsy’s Law, which protects the identity of victims. Bissell has an address on Woodworth Road in North Lima, according to court records.
The report states that when a Beaver Township officer arrived, officers from Springfield Township were there, and they advised they saw blood on the kitchen floor, but no one inside responded to verbal notifications that the police were there and knocking on the door.
Because of a history of domestic violence at the home and the Beaver Township officer’s observations, he kicked open the door and got inside, seeing blood on the floor, walls and furniture. He found Bissell on a couch in the living room and a male sitting on the floor beside the couch with blood on his head, wrists and neck.
Bissell told the officer she stabbed the man in self-defense. She was unable to describe the method in which she was attacked, the report states.
She told the officer the man was not supposed to be there because of a protection order, but that turned out to be false, the officer reported. The man was taken in an ambulance for medical care, and Bissell was arrested.
She also kicked the Beaver officer in the groin area, grabbed the equipment on his belt and resisted arrest, the report states.
Bissell was taken to the hospital to be checked out before she went to jail and continued to resist, biting one officer on the finger at the hospital, the report states.
At the hospital, the victim said he had come home with a bottle of vodka, and Bissell drank a lot of it. A short time later, Bissell got angry and began trying to stab him in the neck, but she only caused a small cut. He fought her off, but she made contact with his eye, he said.
CRASH CHARGES
Also indicted was Megan Price 39, of the Mahoning County jail on aggravated vehicular assault and operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them — OVI, in an early Sept. 11 drunken crash with a motorcycle on Youngstown’s South Side.
Youngstown police officers were stationary in a cruiser at 1:17 a.m. Sept. 11 when they saw a black Ford Edge fail to yield the right of way while making an eastbound turn onto East Florida Avenue, striking a black Harley-Davidson traveling north on South Avenue, according to a Youngstown police report.
The driver of the motorcycle, Anthony King, was thrown from the motorcycle, causing serious physical injuries, the report states. An officer immediately gave aid to the motorcyclist while a second officer notified dispatch of the accident.
The Ford Edge came to a stop in front of 531 E. Florida Ave. The driver, Price, appeared to be uninjured, the report states. When officers made contact with Price, she was “irate and argumentative” with the officer as he tried to collect her information. She eventually complied with the officer’s request that she exit her vehicle. As she did so, the officer smelled a “strong odor of alcohol coming from her,” the report states. The officer also saw an open bottle of beer on the floorboard of the car and a closed beer bottle on Price’s passenger seat. She was placed in the back of a police cruiser.
King was taken by ambulance to St. Elizabeth Youngstown Hospital, where he was in critical condition, the report states. The police department traffic division and crime lab arrived to carry out an investigation. A loaded handgun and a spare loaded bullet magazine were found near King. It was later turned over to the police department crime lab.
Price was taken to the Youngstown Police Department for a further OVI investigation, the report states.
TWINS
Also, twin brothers were named in a superseding indictment that reduced each man’s felonious assault charge to an attempt to commit offense, a lower-level felony, in an Aug. 15 incident outside of a West Commerce Street tavern.
Bryan Moore, 49, of the Mahoning County jail, was indicted on attempt to commit offense and cocaine possession, and Ryan B. Moore, 49, Mahoning County jail, was indicted on attempt to commit offense.
If convicted of the attempt to commit an offense, each man could get several years in prison, not eight years as they could have when they were indicted on felonious assault. Bryan Moore’s drug charge could add another year to his sentence if convicted.
According to the Youngstown police report, officers responded to a fight across from The Social Bar on West Commerce Street. Upon arrival, they found a woman sitting on the ground, seemingly unconscious and being helped by witnesses.
Officers had Ryan Moore in handcuffs already, while other officers located and detained Bryan Moore near West 34’s side entrance on West Federal Street.
A witness, the victim’s cousin, told officers that the men had been following her and her cousin that evening while they were at The Social. The witness tried to avoid the men “multiple times,” but they were persistent in their attempts to make contact with them.
The witness alleged that the men approached them as they were trying to get into their other cousin’s car and tried to get their phone numbers. The woman who was assaulted exited a vehicle while yelling at both men, the report states. The woman who was assaulted then threw a punch, and a fight broke out between her and the Moores.
Bryan Moore allegedly held the victim who was assaulted down against the street curb, with Ryan Moore approaching her and stomping directly on her head against it, the report states.
Another witness on the scene provided officers with a video of the altercation on her cellphone, which started with the woman fighting with the Moores on the sidewalk. One of the witnesses entered the scene and used pepper spray while the woman continued punching Bryan Moore, eventually knocking him to the ground.
The report states that the rest of the video showed Ryan Moore stomping on her head and walking away, the report states. Officers collected the video as evidence.
Officers noted that multiple officers and EMT personnel attempted to speak with the woman, but she was unable to respond or move on her own accord due to a possible severe head injury or concussion. She was transported to St. Elizabeth Youngstown Hospital, where she was treated for her injuries, according to the report.
The report stated that Bryan Moore had suspected cocaine in a phone he was holding. Officers determined that the victim who was injured was the primary aggressor in the fight that the Moores “escalated,” and the victim should be charged if the men wished to pursue charges. The report states that the woman was not charged at the time because of her mental and physical state. It is not known whether she was ultimately charged or not.

• Kelvin Crenshaw, 21, South Hartford Avenue, failure to comply with an order or signal of a police officer, trespass into a habitation when a person is present or likely to be present and receiving stolen property.
