WHAT: Board of Education meeting Monday

PRESENT: Jody Klase, Jessica Krumpak, Donna Shields, Nick Gallo and Kristina Merola

The board:

• Will seek bids for the concession stand / restroom building for the stadium. Superintendent Kevin O’Connell said plans are to have that building done by the summer. Gallo said he met with representatives of Strollo Architects to discuss electricity and heating for the stadium buildings, including the ticket booth and concession stand / restroom.

• Heard from O’Connell work will be done on roof repairs at the ahigh school, including over the art room and the gymnasium due to leaking. Work will be done in the summer.

• Reported the district received a “clean audit” for finances for 2023.

• Accepted the retirement resignation of Mary Skufca as elementary secretary effective Oct. 1 after more than 25 years in the district. O’Connell said the board would like to get someone in place in August to work with Skufca.

• Accepted the resignation of Kraig Barth, high school intervention teacher, effective May 31. Officials said he plans to go into another career.

• Hired Nicholas Suich as night-turn domestic at 113 days for the remainder of the school year at $17.95 per hour totaling $8,113 starting March 26.

• Reported Megan Hill, elementary music teacher, received a $5,500 GPD Group Employees Foundation grant for a drumming project.

• Approved Josh Krumpak as athletic director at $10,949 and Chris Rupe as boys head cross country coach at $6,317. Rupe has returned to the position since retiring two years ago.

• Set graduation for 50 seniors for 10 a.m. May 25 at the high school gymnasium.

• Approved open enrollment for the district. O’Connell said the district averages about 25 open enrollment students per year.

• Approved membership in the Ohio Schools Council’s council of governments to participate in the cooperative purchasing program for construction services. Cost to the district is $350 per year.

• Passed a policy prohibiting use of marijuana on any school property.

• Announced early dismissal for students on April 8 for the solar eclipse.

Milton Township

WHAT: Trustees meeting March 20

PRESENT: Dave Tomaino, Wendy DiBernardi and Edward Villone

Trustees:

• Approved fire Chief Kenneth Oles’ request to replace the department’s carbon monoxide meter at a cost of $995 after it stopped working. Oles said the model they had on hand was old and discontinued, so parts could not be found.

• Approved John Bennett to join the duty crew and pick up a Saturday shift. Bennett was serving in the fire department’s volunteer group.

• Heard from Oles that EMT Jacob Michael would like to join the fire department.

• Approved an agreement allowing people to rent out the fire department’s hall for events such as birthday or graduation parties.

• Approved pursuing Lindy Paving Company’s bid of $193,795 for work to be done on the township’s 4th Avenue project.

• Approved paying for fire department’s ladder truck repairs totaling $24,815.

• Approved switching to Waste Management for the township’s recycling. It will cost $5,250 for the year.

• Tentatively scheduled a special meeting April 15 at 6 p.m. for two zone change cases pending Villone’s availability.

• Mentioned plans to send a congressional spending request to Sherrod Brown’s office. According to DiBernardi, a lot of things are in place, and the township has letters of support from State Rep. Al Cutrona, R-Canfield, State Senator Michael Rulli, R-Salem, and the Mahoning County commissioners, as well as hundreds of signatures.

Jackson Township

WHAT: Trustees meeting March 12

PRESENT: Tom Frost, Alan Hemphill and John Jakubec

Trustees:

• Heard from Dan Fishtorn about seeking permission to use Liberty Park’s fields. Fishtorn said a volunteer group is planning a field day to clean up the area and get the parents involved.

• Provided an update on the cemetery paving bid from MS Consultants. Officials reported that MS Consultants. The original bid got revised from $50,000 to $80,000, but they are looking for ways to knock it back down.

• Approved applying for a 2024 NOPEC Sponsorship Award totaling $1,000. However, they need to identify a project before doing so. Last year’s money from the award went toward the fire and police departments’ Safety Day / Touch a Truck event.

• Approved authorizing all actions necessary to accept NOPEC’s 2024 Energized Community Grant totaling $3,519.

• Tabled action on prohibiting or limiting the number of “adult-use cannabis operators” within the township’s territory after a lengthy discussion.

• Approved the following purchase orders: $6,199 to Richard Ricoci LLC; $8,109 to Alexander Concrete; $6,975 to Richard Ricoci LLC; and $43,777 to Tim Lally Chevrolet.

• Heard from fire Chief Michael Mortimer that the department hosted University Hospitals Continuing Education training for EMS personnel from Jackson, Milton and Craig Beach fire departments.

• Heard from Mortimer that the township’s ambulance is currently in New Jersey to be remounted. They should have it back by the end of May or early June, he said.

• Approved police Chief Peter Rozzi’s request to auction the following vehicles: a 2006 Vintage Gooseneck car hauler trailer; a 2008 red Chevrolet Cobalt with a salvage title and no key. The auction started March 14 and will run for two weeks.

• Revised the purchase price of a Chevrolet Tahoe from Tim Lally Chevrolet. The old price, $46,304, was for a 2024 model, but General Motors does not plan to build it because of supply chain issues. The new price is for a 2023 model totalling $43,777.

• Approved Rozzi’s request to auction a 2010 Chevrolet Impala on GovDeals.com once the lettering and radio are removed.

• Approved having Hall Public Safety upfit the new 2023 Chevrolet Tahoe with new equipment. It will cost $18,542.

Hubbard Township

WHAT: Trustees meeting March 12

PRESENT: William Colletta, Rick Hernandez and Jason Tedrow

Trustees:

•Accepted the resignation of Sgt. Christopher Gifford from the police department effective March 4.

•Promoted police officer Ron Reed to permanent full-time sergeant at a wage of $28.34, beginning March 16.

•Reported they spoke with Julie Green from the Trumbull County Planning Commission, who recommended the township not hire a grant writer, but instead can utilize her office for grant writing and save money.

•Reported they will be working with the road superintendent on a design for a cement pad for the recycling bins. The project must be completed by June 1.

•Heard from Colletta and Tedrow, who both raised concerns about the road condition of Chestnut Ridge Road from Route 62 to Hubbard Masury Road, and Hubbard Masury Road to Bellwick Road. Trustees asked county commissioners to install “No jake brake signs” from Bellwick Road to Mount Everett Road.

•Accepted a bid of $1,553 for a salvage title for a police cruiser that was damaged.

•Were informed of increased police presence on Bellwick Road because of truck traffic speed.

•Were informed that police did an investigation of a complaint about explosives being sent to a Mount Everett Road business. Police officials said it was determined to be a truck with multiple deliveries and the truck was marked for explosives, but none were delivered to locally.

•Heard from Hernandez officials are working with an attorney to obtain a warrant for East Liberty Street tire dumping.

•Heard from Hernandez the “Welcome to Hubbard” sign has a drawing on display at the township building.

•Heard from Tedrow that “No engine brake” signs for Route 62 have been approved by the Ohio Department of Transportation and will be in place shortly.

•Reported road paving for 2024 hot mix includes Mount Everett Road from Drummond Avenue to the Interstate-80 bridge, Laurel Park and a portion of Bell Avenue. The county engineer’s office will advertise for bids.

•Approved purchasing equipment for a police cruiser at $5,255.

•Set scrap tire collection with the city from 9 a.m. to noon April 27.

WHAT: Board of Education meeting Feb. 22

PRESENT: Kristina Merola, Donna Shields, Jessica Krumpak, Jodi Klase and Nick Gallo

The board:

• Approved a revised agreement with Strollo Architects for proceeding with phase 5 of the athletic complex project which will include the restrooms, concession stands, and storage building. Officials said the goal is to seek bids for phase 5 this spring and have work completed by the fall.

• Approved the 2024-25 school calendar with first day for students Aug. 21 and last day May 29, 2025.

*Approved the Washington D.C. trip for high school students April 28 to 30.

• Approved an agreement with Trumbull County Educational Service Center for various special education and other services at $606,821

• Updated a policy adding a section prohibiting anyone on school property to use or distribute marijuana following the passage of Issue 2. The Ohio School Board Association had recommended districts add the section to public conduct on district property.

• Accepted the resignation of Cindy Stitt as part-time domestic at Roosevelt Elementary School effective Feb. 23.

• Approved the tutors for the after-school elementary program from February to April at $23 per hour.

• Hired Renee Porter as elementary cafeteria monitor at three hours per day at $10.45 per hour.
