City man indicted on charges involving mother of his children

YOUNGSTOWN — Rayvon V. Parker, 25, of North Bon Air Avenue, was indicted Thursday on two counts of felonious assault and one count of aggravated burglary, all with firearm specifications, in connection with incidents from Jan. 16 and May 19, 2022, involving the mother of his children.

He was also indicted on two counts of having weapons while not allowed and single counts of robbery, grand theft of a motor vehicle, domestic violence, assault, receiving stolen property with a firearm specification and a specification of forfeiture of a weapon, felony assault with a firearm specification, obstructing official business with a firearm specification and resisting arrest.

According to a Boardman police report, police arrested Parker on Jan. 17. On Jan. 16, police responded to the woman’s apartment, near Mathews Road and Applecrest Court after she and a neighbor reported that she was fighting with Parker.

The police report states that the mother of Parker’s children told them Parker punched her in the face, kicked her in the stomach several times and dragged her around the apartment by her hair.

The report states that Parker took the keys to her Jeep and fled before police arrived. The woman told police she was 33 weeks pregnant and having lower abdominal pain. Police noted that she had bald patches on her lower scalp from her hair being ripped out. There were seven young children in the apartment at the time of the incident.

The unborn baby was found to be unharmed and the woman was kept at the hospital for observation. The woman told police that although she was still afraid Parker would come back and hurt her again, she did not want to press charges.

Police were notified the next day that Parker had returned to the apartment. A large number of officers arrived and ordered Parker to surrender at gunpoint. Police said Parker refused to comply and appeared to be reaching for something near his waistband. An officer tased him, but officers still had to tackle him to the ground and tase him at close range to subdue him.

Police also booked Parker on felony charges stemming from a May 19, 2022, incident involving the same woman.

That day, Parker allegedly burst into her Rockdale Avenue apartment, carrying a gun in his hand and making demands about the children. The report states that when the victim tried to wrestle the gun from him, it discharged into the apartment ceiling.

The report states a neighbor told police she tried to stop Parker from entering the apartment building, but he brandished the gun at her.

According to the report, after the shot was fired, either the mother or the neighbor tried to remove the children from the situation and take them outside. The report states Parker came outside and fired more shots, then forced the mother and children into his car and fled before police arrived.

Police later found the woman and children at Parker’s Bon Air Avenue home and removed them safely, but Parker was not found.

Police issued a warrant for his arrest on aggravated burglary and two counts of felonious assault.

Also indicted are:

•   Nicholas S. Monalto, 28, Mahoning County jail, extortion and aggravated menacing.

•   John D. Johnson, 35, Shields Road, Boardman, two counts of rape and one count of having weapons while not allowed.

•   Brandon A. Brown, 39, S. Beverly Avenue, Austintown, strangulation and domestic violence.

•   Giovanne A. York, 40, Mahoning County jail, strangulation and domestic violence.

•   Edwin C. Kneuss Jr. 46, Mahoning County jail, fentanyl related compound possession and illegal conveyance of drugs of abuse onto the grounds of a specified governmental facility.

•   Ellis Moody, 40, Seneca Street, having weapons while not allowed and improperly handling firearms in a motor vehicle.

•   Bobbi Jo. Kosmo 43, Garfield Street, Youngstown, cocaine possession and illegal use or possession of drug paraphernalia.

•   Joseph P. Shurtleff Jr., 33, Mahoning County jail, theft, receiving stolen property, misdemeanor theft and misuse of credit cards.

•   Vincent M. Kather, 37, Mahoning County jail, felony theft.

•   Michael T. Parlamas, 19, Mason Street, Niles, failure to comply with the order of a police officer.

•   Chad R. Vodhanel, 47, Colleen Drive, Boardman, aggravated vehicular assault, two counts of operating a motor vehicle under the influence and driving under an OVI suspension.

•   Kewann L. Skinner, 29. Lakewood Avenue, aggravated drug possession with a specification of forfeiture of money in a drug case, heroin possession with a specification of forfeiture of money in a drug case, cocaine possession with a specification of forfeiture of money in a drug case, fentanyl related compound possession with a specification of forfeiture of money in a drug case, aggravated drug possession with a specification of forfeiture of money in a drug case and obstructing official business.

•   Antwann R. Woodbridge, 32, E. Auburnale Avenue, fentanyl related compound possession with a specification of forfeiture of money in a drug case, cocaine possession with a specification of forfeiture of money in a drug case and aggravated drug possession with a specification of forfeiture of money in a drug case.

•   William D. Billings, 24, Cook Avenue, Boardman, improperly handling firearms in a motor vehicle.

•   Kathryn R. Husak, 46, Bob O Link Drive, Boardman, two counts of grand theft and one count of tampering with evidence.

•   Stephanie A. Shack, 57, E. Ohio Avenue, Sebring, assault, obstructing official business, resisting arrest, criminal trespassing, intimidation and retaliation.

•   Rasheed R. Rountree, 22, Lakeshore Boulevard, Cleveland, breaking and entering; three counts of grand theft of a motor vehicle; and one count of intimidation of an attorney, victim or witness in a criminal case.
