WHAT: Trustees September meeting

PRESENT: Rick Hernandez, William Coletta and Fred Hanley

Trustees:

• Promoted Steven Zubyk to zoning administrator and hired Rene McCarthy as zoning inspector;

• Have heard from residents of Thornton Drive concerned with repeated disturbances in their neighborhood such as repeated explosives going off. Police were notified of the problems;

• Heard from residents of East Liberty Street about truckloads of tires being dumped on properties;

• Are looking for individuals to serve on a committee to revise the township comprehensive plan. This was recommended by the Trumbull County Planning Commission and the Youngstown Air Reserve Station. Anyone interested should contact a trustee;

• Will hold a work session with trustees to develop a proactive approach for the township, reaching out to new businesses;

• Set trick or treat for 5 to 7 p.m. Oct. 31, which is the same as Hubbard city;

• Heard from Hernandez of an upcoming meeting with the county sanitary engineer on the Maplewood project. He said a study of the area is almost complete;

• Will discuss a second meeting with Hubbard city officials and Harding Park board on road paving;

• Are discussing hiring a part-time administrator and part-time road employee as officials review the budget;

• Will go out for bids for the restroom renovation project;

• Met with residents on Thornton and McClure drives concerning several zoning violations, including high grass, and abandoned vehicles;

• Are working on Ohio Public Works Commission grant program for 2024 with the Trumbull County engineer. The roads being proposed include eastern Mount Everett Road, Anthony Circle and all of Laurel Park;

• Approved road paving at $7,031 by the county and tar emulsion at $12,360 for Thomas Road through an OPWC capital improvement program, with the local share being $9,048. Total project cost for Thomas Road was $159,873;

• Are discussing pursuing a grant writer for township departments to be overseen by trustees;

• Reported that two projects are being considered for American Rescue Plan funding: making the restrooms at city hall compliant with the Americans with Disabilities Act and building a salt dome;

• Reported that Public Utilities Commission of Ohio said the Norfolk Southern Railroad will repair the main crossover culvert on North Fox North Road;

• Reported the road department is using a new boom mower and will address a list of sites the Hubbard Board of Education compiled for low-hanging branches. With this piece of equipment, the areas of concern can be corrected faster;

• Will continue membership in the Solid Waste of America Organization. This keeps trustees informed on landfills across the United States;

• Reported officials met with the Trumbull County Soil and Water Conservation District on the intersection of Creed Street and John White Road, investigating flooding and stormwater issues. Officials found a crushed drain pipe off the public right of way;

• Reported a no parking request from Ohio Department of Transportation on U.S. Routes 62 and 7. Semis are parking on the berms of roads and on the entrance ramp of Interstate 80;

• Announced police surplus cars will be up for auction by sealed bid to be opened at the Oct. 11 meeting.
