Trumbull commissioners discuss water-district sale

WARREN — Trumbull County commissioners unanimously agreed the quality of water being delivered to residents of the southeast water district by the Mahoning Valley Sanitary District has been “good to superior” and millions of dollars have been invested at the Meander Reservoir to make it cleaner and usable for its clients.

However, the commissioners chose Wednesday not to vote on a resolution proposed by Commissioner Niki Frenchko not to meet with representatives of Aqua Ohio to hear whatever offer the company may make to take over the southeast water district that serves Vienna, Brookfield and Hubbard.

Frenchko’s effort was to block any meeting with Aqua Ohio in connection with a proposed sale of the southeast water district. Aqua Ohio on March 14 sent commissioners a letter that Frenchko said was an unsolicited proposal to buy the southeast district for $8 million.

Aqua’s President Robert Davis said the company was approached by representatives of Vienna, Hubbard and Brookfield townships about the possibility of it becoming the water supplier for the area.

Vienna Township Trustee Phil Pegg was especially critical of the water being supplied to the township.

Michael D. McNinch, chief engineer of the district, called criticism levied at MVSD baseless with no scientific evidence to support its claims.

“We will answer any direct questions provide to us,” McNinch said.

McNinch described MVSD as a nonprofit organization that uses all funds earned by it to improve the quality of the water and its service. He notes Aqua Ohio is a for-profit organization that must make continued financial gains for its board and shareholders.

Tom Holloway, chief engineer at the Mahoning Valley Sanitary District, said the district has made millions of dollars of improvements since 2012. Holloway said the plant has made a 50 percent reduction in the amount of lime it places in the water. It now is spending $4 million on a standby generator in case power goes out so the plant can continue to operate.

Commissioner Frank Fuda said he has been a Niles resident for most of his life and it is the only water he drinks from the tap. Otherwise, Fuda said he purchases bottled water because he is used to the taste of the Niles water, which also is received from the MVSD.

Although supportive of the work that has been done over the years by MVSD, Fuda said representatives of Aqua Ohio are welcome to make a presentation to the commissioners.

Fuda said having meetings will allow everything to be out in the open.

Commissioner Mauro Cantalamessa agreed the county should allow Aqua Ohio representatives to make a presentation.

“We want to have the highest-quality, most economic water,” he said. “At the end of the day, we have to sit down and listen.”

Aqua Ohio could make an offer to the county that would both be profitable for the county and guarantee significant improvements to the system, Cantalamessa said.

“We have to do our due diligence,” he said. “That’s what our residences expect us to do.”
