City hall to blame for Realty Building fiasco

The fault for the onset of tragedy and trauma at the Realty Building solely lies on the steps of Youngstown City Hall and the feet of the board of control.

They once again ignored and violated state statute. No-bid contracts have to be less than $75,000 or an emergency. Neither applied. May it also be added that they ignored Section 111 of the Youngstown City Charter, which holds to O.R.C. limits and requires advertisement once a week for two weeks. As important, each bid “shall be accompanied by a sufficient bond.” A copy of said bond was requested from the law department. No surprise — haven’t yet received.

Chuck Sasho, director of public works, told local media, “council wasn’t involved,” yet he based his request on Ordinance 20-111, passed by council on Aug. 20, 2000. Even this ordinance required advertising for bids and proposals

The scope of work given by GreenHeart to the board of control lacked one very important element — a signature. Top-rate contract? Also, we now know, no permit was issued and local utility companies were not contacted.

In the past, city leadership (?) purposefully ignoring state statutes has cost the people money. This time it cost a LIFE, injury, trauma and displacement, and put our safety forces at rish.

SHAME ON THEM!

To council, you also have a duty to your constituents to hold them responsible.

Lastly, neglect is apparent and a life lost. Legally, would that not be negligent?
