Youngstown board signs contract for ’27 project to improve 3 main streets

YOUNGSTOWN — The city’s board of control approved an agreement with the state for about $1.43 million worth of improvements to three main streets in which the city will pay about $53,000 of the cost.

The board voted 3-0 Thursday on the agreement with the Ohio Department of Transportation for repaving and drainage work for a project that will start in spring 2027.

The board consists of Mayor Derrick McDowell, Finance Director Kyle Miasek and Law Director Adam Buente.

The streets are:

• Marshall Street from the bridge over the Mahoning River to Glenwood Avenue.

• Salt Springs Road from the Interstate 680 ramp to Steel Street.

• North Belle Vista Avenue from Mahoning Avenue to Salt Springs Road.

The project is estimated to cost $1,429,934. The agreement calls for ODOT to pay $1,243,426 of the cost with the Ohio Public Works Commission paying all but about $53,000 of the expense, said Charles Shasho, deputy director of public works. But if the project comes in under the estimated cost, the city could end up paying nothing for the work, he said.

“It’s a very good deal for the city,” Shasho said.

The project was initially planned for this year, but it will be moved to next spring.

“I’m not interested in paving roads in October” because of the unpredictable weather conditions, Shasho said.

The board on Thursday also approved the eighth and final change order for $2,859,303.90 worth of work to Boardman and Walnut streets that is the last major downtown street project for the foreseeable future.

The city received $2.1 million in state and federal funds for the project with the rest paid from city dollars.

The work finished in late May, Shasho said.

The work was to Boardman Street between Walnut and Market streets, and Walnut Street between Commerce and Wood streets.

The work included repaving, reducing vehicular lanes, adding diagonal on-street parking on Walnut Street, new crosswalks and curb ramps, improved lighting, landscaping and new traffic controls.

The project also featured a pedestrian walkway, or step street, on Walnut near the Choffin Career and Technical Center at the top and a parking lot for the Central YMCA at the bottom.

Much of the work was done last year, but a final layer of asphalt, pavement markings and signage had to wait until a couple of months ago.

The project concludes about six years worth of work to downtown streets with most of it done as part of the SMART2 (Strategic and Sustainable, Medical and Manufacturing, Academic and Arts, Residential and Recreation and Technology and Training) Network.

That $27.65 million project, which received a $10.85 million federal grant, repaved several streets as well as reduced vehicular lanes, widened sidewalks, realigned curbs, and added crosswalks, bicycle lanes and islands in the middle of the streets.

The work was done to Federal, Front, Commerce and South Phelps streets and Fifth and Rayen avenues.
