Campbell man accused of fleeing police is indicted

YOUNGSTOWN — James Mrofchak, 54, of Second Street in Campbell, was indicted Thursday by a Mahoning County grand jury on charges of failure to comply with the order or signal of a police officer, obstructing official business and escape in a Feb. 18 incident in which he allegedly fled from Youngstown police after they tried to pull him over for driving through a stop sign.

A Youngstown police report stated that officers spotted a pickup truck not stopping at a stop sign at Hillman Street and Ravenwood Avenue on the South Side at 4:56 p.m. Officers activated lights and siren, but the truck failed to stop at Ravenwood Avenue and Market Street.

The vehicle proceeded onto Hilton Avenue. The driver yelled “I don’t have any brakes,” as he continued on Hilton “while applying his brakes at times,” the report states. The driver stopped at Erie and Hilton and let a woman out of the truck and then continued on Erie and turned onto Avondale Avenue, disregarding all traffic devices, the report states.

The vehicle continued for a while, again not stopping at stop signs, sometimes traveling in the wrong lane of travel and through yards. Officers could see that the two passenger tires were going flat. It continued on Interstate 680 south toward Boardman and then westbound on East Midlothian Boulevard, then back onto I-680. But then it did a U-turn and went the wrong way on I-680 “for a brief second” before using a turnaround on the highway to travel north on I-680. The truck came to rest on the highway near South Avenue.

At that point, the driver, Mrofchak, fled on foot and jumped the highway median. Officers took him to the ground, but he refused to give officers his hands. Officers struck him in the back until he complied. He was handcuffed and taken into custody. He was taken to St. Elizabeth Youngstown Hospital by ambulance after he complained of pain, the report states.

Officers found an open container of alcohol in the truck.

If Mrofchak is convicted of the failure to comply with the order or signal of a police officer, he could get several years in prison.
