City woman indicted on high-level felony in fatal crash
YOUNGSTOWN — Sally Strom, 61, East Dewey Avenue, was indicted Thursday on a high-level felony of aggravated vehicular homicide and two misdemeanor impaired driving charges in a July 11 crash on state Route 7 in Beaver Township near Hutter Drive that killed Clinton Vankirk, 49, of Poland.
Strom’s two impaired driving charges are operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them — OVI; and misdemeanor operating a vehicle while under the influence of a listed controlled substance or a listed metabolite of a controlled substance.
According to the Ohio State Highway Patrol, Vankirk was southbound on Route 7 in a 2006 Ford Escape around 4:35 p.m. when he was struck in the side by a northbound 2008 Chevrolet Express van driven by Strom.
The patrol report states Strom went left of center and struck Vankirk, causing both vehicles to go off the west side of the road and overturn.
Vankirk was pronounced dead at the scene, while Strom was taken to the hospital with non-life-threatening injuries. At the time of the crash, the Patrol stated that drugs and alcohol did not appear to be factors in the crash.
But the crash report was updated Oct. 21 with urine results for Strom. The report states that a drug test was performed on Strom’s urine, and it came back positive for cannabinoids. Her test for alcohol came back negative.
One of the laws Strom was charged under accuses her of having had a concentration of marijuana metabolite in her urine of at least 35 nanograms per milliliter when she was tested.
Testing of Vankirk’s blood was added to the report Nov. 10. It came back negative for alcohol or drugs, according to the crash report. Both drivers were wearing seat belts, the crash report states.
If Strom is convicted of the aggravated vehicular homicide, she could get up to eight years in prison.
Others indicted Thursday are:
•Lamar Bailey, 37, Mahoning County jail, failure to comply with an order or signal of a police officer, being a felon in possession of a firearm, receiving stolen property, obstructing official business, aggravated drug possession and cocaine possession.
•Michael K. Newell, 41, Edgewood Drive, Salem, felony operating a vehicle under the influence of alcohol, a drug of abuse or a combination of them — OVI; and cocaine possession.
•Travis J. Milliron, 39, Highland Avenue, Salem, cocaine possession.
•Jillian M. Vanfossan, 22, South Raccoon Road, Austintown, aggravated robbery with a firearm specification, two counts of felonious assault with firearm specifications; cocaine possession and tampering with evidence.
•Ke’asia B. Hayes, 26, West Judson Avenue, tampering with evidence.
•David M.Moore, 27, Mahoning County jail, grand theft of a motor vehicle.
•Terrian Christian, 18, South Jackson Street, improperly handling firearms in a motor vehicle.
•Jovoni Moses, 21, Helena Avenue, Boardman, improperly handling firearms in a motor vehicle.
•Adham Aburaham, 31, Goldie Road, aggravated drug possession with a specification of forfeiture of money in a drug case.
•Pablo Valentin, 29, last known address, Market Street, escape.
•Samantha Young, 37, North Center Street, escape.
