Helicopter not enough to capture fleeing suspects

YOUNGSTOWN — Although Youngstown police and the Ohio State Highway Patrol did not capture a man who led them on a chase Tuesday night, they filed several charges against him in Youngstown Municipal Court.

They are a felony weapons charge, tampering with evidence, failure to comply with the order of a police officer, improper handling of a firearm in a motor vehicle and possession of a dangerous ordnance, as well as misdemeanor obstructing official business.

Officers were traveling on Logan Avenue on the lower North Side at 9:32 p.m. when they saw a lot of people leaving the Pit Stop bar at 1564 Logan and entering the road as a fight was starting to take place, according to a Youngstown police report.

A Youngstown police officer and Ohio State Highway Patrol trooper riding together on a Project Impact patrol exited their cruiser to disperse the crowd. They learned that the people were running because of a couple of guys were wearing masks and toting guns.

The officers saw men matching that description walking away from the fight and followed them to a gray Audi. The man who got into the front passenger seat pulled off his mask, enabling the officer to see that he was a skinny, shorter male with a lighter, mixed complexion and long, wavy hair.

The man in the driver’s seat got out of the car and looked at the officer, enabling him to identify the man as Levon Jackson, 31, who walked to the back of the car and then back to the driver’s area and got back in. He was wearing a ski mask, but it did not cover his face, only his lower chin area and above his eyes.

Jackson then started to drive the car, passing the officer and enabling him to see his face again.

The officer radioed other officers that the vehicle was southbound on Logan Avenue, and the officers got into their patrol car and tried to make a traffic stop, but they sped up, leading to a chase with the Ohio State Highway Patrol’s helicopter providing information to the officers as to the Audi’s travels. It went more than 100 mph while disregarding traffic control devices and passing vehicles, the report states.

The vehicle went into Liberty and stopped at a house on Euclid Boulevard and continued on foot, according to information from the helicopter.

The men got back into the car and re-entered the city, again fleeing from officers after personnel in the helicopter enabled them to find the vehicle. A lengthy pursuit ensued and ended in the 500 block of Judson Avenue on the South Side, where the passenger fled on foot and got away.

Officers approached the driver in the car, Jackson, and he fled again, nearly striking officers. He fled to an apartment building on Eastway Drive on the East Side, where Jackson was last seen entering the building.

With the helicopter overhead, officers checked as many rooms in the building as they could, but Jackson was not located.

Officers checked the Euclid address and found Jackson’s driver’s license and a handgun in the area where the personnel in the helicopter said the passenger had thrown something. A handgun was also found in the area where helicopter personnel saw Jackson throw something, the report states.
