Impact Initiative takes gun, drugs off streets in Youngstown

YOUNGSTOWN — A 26-year-old city woman was struck by a car as she attempted to cross at the intersection of Mahoning and Oak Hill Avenues near the Red Bridge downtown at 10:38 p.m. Saturday.

The pedestrian was in stable condition later at the hospital with minor injuries to her head and right arm. She was taken to the hospital by ambulance. The driver fled the scene.

The pedestrian was walking west on Mahoning Avenue and crossing Oak Hill Avenue at the crosswalk. The driver was traveling west on Mahoning, apparently from the bridge and turning left onto Oak Hill Avenue, striking the pedestrian on her left side, a Youngstown police report states.

Two witnesses filled out statements of what they saw, the report states. They told a similar story as the victim.

DRUGS AND WEAPON

Meanwhile, at 6:22 p.m. Friday, a Youngstown police officer and an Ohio State Highway Patrol trooper riding together under the Impact Initiative program for this year arrested one man on a charge of first-degree felony drug possession and another man on a weapons charge who was not allowed to possess one.

The two were patrolling on East Avondale Avenue on the South Side when they saw two men in a Jeep Cherokee with dark window tint traveling north on Cottage Grove Avenue. As the cruiser got behind the vehicle, it turned abruptly eastbound on Avondale, then immediately into a driveway in the 100 block of East Avondale.

Jeffrey Brown, 33, the passenger, quickly exited the vehicle and went toward bushes next to the car, a police report states. But an officer ordered him to stop and placed Brown back into the car.

The trooper then spoke with Craig I. Washington, 32, the driver. During a patdown of Washington, an officer saw a baggie containing a white powder sticking out of a pocket. He admitted it was crack cocaine, the report states.

An officer saw an abnormal bulge in his clothing and had Washington remove it. It was a large bag of crack cocaine, the report states.

Brown, meanwhile, asked to have his ID returned and asked to be able to leave the scene. But after another officer arrived, officers found a handgun on top of the bushes where Brown had gone after getting out of the vehicle, the report states. Brown was not allowed to possess a weapon because of an earlier conviction for felony weapons offenses and a felony drug conviction.

Brown and Washington were taken to the Mahoning County jail. They were both arraigned Monday in Youngstown Municipal Court, Washington on first-degree felony drug possession, and Brown on being a felon in possession of a firearm, improperly handling a firearm in a motor vehicle and tampering with evidence.

Both return to Youngstown Municipal Court for a preliminary hearing — Brown at 9 a.m. July 3 and Washington at 9 a.m. July 9. Brown’s bond is $7,500; and Washington’s bond is $10,000.

The Impact Initiative is a partnership among the Youngstown Police Department, Ohio State Highway Patrol, FBI and its task force, the Mahoning County Sheriff’s Office, U.S. Marshals Service, Ohio Adult Parole Authority and Ohio Investigative Unit. It is in its fifth year.

​​Youngstown Police Chief Carl Davis said in April the goals of the program are reducing violent crime, removing weapons and drugs and taking people who have committed crimes off the streets.
