Girard looks to Liberty for new school treasurer

GIRARD — The Girard Board of Education selected Maureen Lloyd as its next school district treasurer.

Lloyd, who has served the past six years as Liberty school district treasurer, was granted a two-year contract at $104,000 effective Aug. 28.

The Poland resident holds a bachelor’s degree in business administration / finance from Youngstown State University and is completing her MBA from Ashland University. She also has a state treasurer’s license.

In addition to working as a treasurer/ CEO for Liberty schools she previously worked for the Lowellville school district.

“I am excited to be here and part of the Girard family. I am looking forward to new opportunities at a bigger school district,” she said.

“My No. 1 goal will be to work to bring back a sense of transparency and integrity to the financial department,” said board President Diane Alejars, who added Lloyd was selected from eight applicants.

She said Lloyd was chosen because she has a state treasurer’s license and because of her experience and background as a treasurer for other school districts.

Lloyd replaces Mark Bello as Girard treasurer. Bello resigned in June after serving as treasurer since the 1990s.

Bello’s resignation came after a state audit showed he was paid $461,000 in one fiscal year after a retire-rehire contract. The board approved the contract last year, which gave him a 1% stipend of all district revenue.

The audit states in the treasurer’s contract, the stipend was changed from 2.5% of all federal, state and local grants / CCIP / awards / private revenue of the district to 1% of all revenue of the district.

In fiscal year 2022, Bello was paid $188,683, of which $115,114 was his base salary and $58,932 was the 2.5% stipend.

Stacy Foster, a treasurer with the Trumbull County Educational Service Center, has been serving as the interim treasurer while the board sought permanent treasurer.

Foster was hired in June, so there would be no break in the treasurer’s office and to ensure all financial matters are being addressed and bills are being paid.
