Tim Foster, accused of stabbing another man, faces charge of felonious assault in Youngstown court

YOUNGSTOWN — Timothy A. Foster, 36, who is accused of stabbing another man Sunday on Breaden Street on the South Side, was arraigned on a charge of felonious assault Monday in Youngstown Municipal Court.

An officer described the wound as a quarter inch deep on the front of the victim’s neck, but no longer bleeding, according to a police report.

Foster is due back in court 9:15 a.m. March 11 for a preliminary hearing. If convicted, he could get about eight years in prison.

While police and the victim waited for an ambulance, the victim said he was on the sidewalk near the end of his driveway and was giving a candy bar to a kid when a man walked up and sliced his neck, the report states.

The attacker left and the victim stated he did not know why he did it, according to the report. A witness said he or she walked out of his or her house and saw the two men talking on the sidewalk, then saw the victim bleeding. The witness did not hear any arguing or know why it happened, the report states.

According to the report, the witness said he or she knows the suspect, having met him about two weeks ago through a friend. The witness did not know the attacker’s name and thinks he is homeless.

The report did not contain the age of the victim or the part of Breaden Street where the incident took place, apparently as part of the police department’s policy on protecting the identity of victims under Ohio’s new Marsy’s Law.

The victim was taken to St. Elizabeth Youngstown Hospital for treatment. Police filled out a Victim’s Rights Request Form for the victim.

The report does not mention Foster being arrested, but county jail records indicate he was booked into the jail Sunday. The attack happened at about 5 p.m.
