YOUNGSTOWN — The city is planning a project, costing up to $6.12 million, to remove three low-head dams in the Mahoning River to improve water quality and clean contaminated sediment behind them. A Youngstown police report states that someone named Kyree Phillips allegedly shot at a house on East Ravenwood Avenue sometime after 5:30 p.m. Tuesday while hanging out the passenger’s side window of a car allegedly driven by LaKeisha Hough.
