Ohio House approves override of DeWine tax veto

COLUMBUS – The Ohio House of Representatives voted today to override one of Gov. Mike DeWine’s property tax vetoes by a one-vote margin.

House members approved 61-28 overriding Item 66 vetoed by the governor in the 2026-27 state budget. That item eliminates the authority for school districts and political subdivisions to levy replacement property tax levies and the authority for school districts to levy fixed-sum emergency, substitute emergency levies and renewal levies with increases.

In addressing the lower chamber of the state Legislature this morning, state Rep. David Thomas, R-Jefferson, who represents Trumbull County, said, “Item 66 eliminates the tool to make it easier to increase property taxes.”

DeWine had said vetoing that provision was in the public interest by not placing undue restrictions on political subdivisions.

The House did not, however, vote this morning on two other vetoes it originally planned to consider. They would have given county budget commissions, composed of the county treasurer, auditor and prosecuting attorney, greater authority to reduce voter-approved levies and would have added emergency and other levies to calculations for the 20-mill floor that is the effective tax rate for a community.

The vote was split along party lines with all but one Republican voting to support the override and all Democrats opposing it. Ten House members, including three Republicans, were absent and did not vote.
