Traffic arrest gives new life to 2022 kidnapping, robbery prosecution
YOUNGSTOWN — Terrence A. Machen, 35, of Volney Road, will be arraigned at 9:30 a.m. Tuesday in Mahoning County Common Pleas Court on several serious 2023 felony charges after Machen was arrested Saturday during a traffic stop in the city. A state trooper made the stop at Market Street and Midlothian Boulevard in Youngstown. During the stop, a trooper discovered Machen had a kidnapping warrant from 2022 from Youngstown Municipal Court, a Youngstown police report states.
