Every so often, something ugly makes its way to the surface of a body of water. It could be a natural phenomenon (algae, dust or pollen) or man-made debris (trash).
Felicia Banks Beemer, a human version of the latter, resurfaced last week in Trumbull County. She and her husband Cody are serving lengthy prison sentences for unspeakable crimes against children.
The Beemers raped an 8-month-old girl -- who was related to them -- during what was supposed to be a supervised visit at Trumbull County Children Services. Later, they were arrested after a relative discovered a video recording of that atrocity on Felicia's cellphone.
That phone also contained a video of them raping an 18-month-old boy Cody Beemer was babysitting and 500 images of child pornography.
Felicia, now 36, is scheduled for her first parole hearing later this month. She was sentenced Nov. 2, 2012, by former Trumbull County Common Pleas Judge W. Wyatt McKay after she pleaded guilty Oct. 29, 2012, to two counts of rape, three counts of pandering sexual material with a minor and two counts of pandering obscenity involving minors. She is incarcerated at the Ohio Reformatory for Women in Marysville.
Cody Beemer is serving a 25-years-to-life sentence on similar charges, and he will have his first parole hearing in September 2036, according to the Ohio Department of Rehabilitation and Correction. He is housed at the Chillicothe Correctional Institution.
Neither of them should ever be free. Felicia Beemer herself has made it abundantly clear that she has no business ever walking out of Marysville.
Trumbull County Prosecutor Dennis Watkins and Assistant Prosecutor Gabriel Wildman, who focuses on the prosecution of child sex and child pornography crimes as part of the Child Assault Division of the prosecutor's office, co-wrote a letter to the parole board opposing Beemer's release.
In their letter to the parole board, Watkins and Wildman talk about Felicia Beemer's bad behavior while in prison.
"Her prison disciplinary record for the amount of time served is the worst Prosecutor Watkins has seen since taking office in 1984. She has been incarcerated in Ohio's prison system for approximately the past 14 years, and Inmate Beemer has amassed a staggering 85 documented disciplinary infractions, the letter states.
"A deeper dive into these records clearly illustrates that Felicia Beemer remains a violent sexual predator, who refuses to follow even the simplest of rules. It is not difficult to imagine the havoc she would undoubtedly wreak if she were to be turned loose especially when knowing that she is clear and present danger to others in prison."
Beemer's bad behavior behind bars was detailed in a story in the weekend edition of this newspaper.
Her many in-prison infractions include Beemer sexually assaulting another inmate during a program activity in January 2025. Other violations initiated by Beemer during the last few years include her many violent assaults -- including a hit-for-hire on a sleeping inmate -- diverting or "cheeking" controlled medications, faking seizures to manipulate staff, extorting or trading illicit and stolen property and threatening and/or spewing hate speech to prison staff and other inmates. She has compiled 14 documented acts of violence against others while in prison.
The parole board should heed the warnings of Watkins and Wildman and keep this disgusting, unrepentant and violent felon -- among the worst sex offenders Trumbull County has ever seen -- imprisoned for the rest of her
pathetic life.
