Frank W. Hanley 1942-2021

NAPLES, Fla. — Frank “Bill” William Hanley, 78, passed away Thursday, Sept. 30, 2021.

Bill was born Nov. 27, 1942, in Youngstown. He was the son of the late Betty Frederick and the late Albert Tulipano.

Bill graduated from East High School in 1961. He then went on to attend Youngstown State University, earning a Bachelor of Science in accounting. He was the accountant for Youngstown. In 1973, he became the Finance Director for the C.E.T.A. program until 1978. He then moved to Naples, Fla., to become the Assistant Finance Director and in 1981 he became Naples Finance Director.

Bill “Mad Dog” Hanley was president of the Naples table tennis club for over 30 years and was a five-time senior games double table tennis champion. He was a top player as well as a fan of the sport. Bill was an avid Cleveland Indians and Cleveland Browns fan. Bill enjoyed pasta every Sunday at his very best friend’s house, Ralph Lacivita and family.

Bill was preceded in death by his mother, Betty Frederick; stepfather, Albert Tulipano; and sisters, Karen Donnadio, Deborah Tulipano, MaryAnn Capezzuti and Bridget McGinnis.

He is survived by his son, Sean Hanley, and daughter-in-law, Jennifer Franchino of Naples, Fla.; brothers, Tom Tulipano of North Port, Fla., and Tony (Susie) Tulipano of Mount Washington, Ky.; his grandchildren, Jessica (Roman) Hallock and Sean William Hanley, Matthew and Thomas Franchino of Florida.; and one great-granddaughter, Kaeleigh Rose Hallock. Bill was very proud of his grandchildren and loved them immensely!

A celebration of Bill’s life will be held at a later date in Naples, Fla.
