WARREN -- The parties in the Devon Stanley felonious assault case met by Zoom on Tuesday afternoon with Special Prosecutor Dan Kasaris of the Ohio Attorney General's Office saying the case is being held up by a lack of response from Mercy Health in providing medical records.
Stanley, 53, of Liberty, a Liberty Township trustee and chief deputy clerk of the Trumbull County Clerk of Courts Office, is charged with second-degree-felony felonious assault.
It involves an Oct. 23, 2025, incident involving a woman. Stanley was arrested at the Oct. 24 Niles McKinley-Girard football game at the Niles football stadium. No information has been provided as to the identity of the alleged victim.
Visiting Judge Thomas Teodosio, a retired former Ninth District Court of Appeals judge, was appointed by the Ohio Supreme Court to hear the case in October, and Stanley was indicted in April. The first pretrial was in May and a second pretrial in June. Additional pretrials were held in July and on Tuesday. Bond for Stanley has been addressed two times.
Kasaris told Teodosio Tuesday he has requested records needed for the case, but there has been difficulty in getting them. Kasaris said an employee of the Trumbull County Prosecutor's Office administrative staff has been trying to obtain the records from a company Mercy Health uses to handle such records and she has gotten no response yet.
He said he had to obtain a search warrant in a case involving St. Joseph Warren Hospital recently and may have to do that in this case also.
He said he will file an affidavit and documentation next week in the case for a search warrant if the records are not provided by then "and get the records that way." Teodosio said he will review the documents at that time.
Defense attorney Ron Yarwood said the records are necessary for the defense's case and asked that the case be reset "sooner rather than later." He said he needs the records so he can review them with people assisting in the case. He did not specify what type of assistance.
Kasaris said he would provide the defense with a copy of the affidavit and documentation regarding the search warrant if one is needed.
Kasaris said he does not know how soon he will hear back on the most recent attempts to get the records. He asked if another hearing could be held Sept. 30 "and see where we are at." The parties agreed on 3 p.m., also via Zoom.
Stanley, an attorney, participated in the hearing remotely, as did all of the other parties. He acknowledged his presence on the call, but he did not otherwise speak.
