Trumbull County to review general fund budgets through year’s end

Trying to determine needs of department heads to finish 2026

WARREN -- Trumbull County Commissioners are expected to review the general fund budgets of all the county departments next week to determine what will be needed for the departments to complete the year based on 2026 budgets assigned to them at the end of 2025.

The commissioners at their weekly workshop Tuesday received an overview of 2026 budget requests from 30 county departments that added up to $82,084,057.38. When making this year's budget, the commissioners had a projected general fund budget of $67,038,260 to provide the departments.

Sixteen departments made just over $74.4 million in requests for their budgets. These departments were provided a combined budget of $62,190,853.71. Thirteen of the 16 departments are projected to need an additional $3,732,163 to complete the year.

These departments include the commissioners office, auditor, treasurer, prosecutor, sheriff, recorder, coroner, common pleas court, domestic relations/juvenile, probate, clerk of courts, county courts, municipal courts, board of elections, planning commission and all general fund departments.

Of these, the departments that are projected to have the largest financial needs include the sheriff's office, $1 million; Board of Elections, $608,392; Domestic Relations and Juvenile Courts, $589,886; and the treasurer's office, $317,100.

Commissioners are mandated by Ohio law to provide requested incomes for five offices, including Job and Family Services, Emergency Management Agency, the tuberculosis clinic, the Court of Appeals and Veterans Services Commission. These departments requested and received a combined total of $3,335,813.

In addition, the county provided $2,376,534 in funding to nine other departments/entities, including the Child Support Enforcement Agency, Trumbull County Dog Pound, the 911 Center, Trumbull County Soil & Water Conservation District, Trumbull County MetroParks, Trumbull Neighborhood Partnership, Trumbull County Historical Society, Trumbull County Fair Board and The Ohio State University Extension Office in Cortland.

At the end of 2025, Trumbull County 911 had a 2026 budget request of $2,702,259.32. It spent $1,627,259.32 in 2025. The county provided a budget of $1 million for 2026. It is projected to need an additional $627,260 to complete the end of 2026.

Commissioners are expected to review the financial information that was provided to them Tuesday and discuss them during the Aug. 4 workshop meeting.
