WARREN — The Trumbull County Commissioners on Wednesday approved moving $325,000 from Trumbull Neighborhood Partnership’s demolition funds to its Emergency Home Repair program.

TNP received $1 million from Trumbull County’s allocation of American Rescue Plan funds for its emergency home repair program and another $2 million in ARP funds for demolition and brownfield remediation in conjunction with the Trumbull County Land Bank.

TNP Executive Director Matt Martin during the commissioners workshop on Tuesday told them his organization in December requested $900,000 be moved from its demolition funds to emergency home repair. The commissioners approved that request.

This week, Martin requested moving the remaining $325,000 in ARP money set aside for the demolition program to be reallocated to the emergency home repair program.

“We had 60-plus properties fall out of the demolition process,” Martin said. “The properties were either renovated, sold to someone that renovated them or demolished privately. One of them was the West Farmington Elementary School, which was initially slated for demolition, but now has a renovation plan.

“We can now push that money back into home repairs. There is never a shortage of people that need these services, so any time we have the opportunity to move money into that program we take advantage of it.”

Caitlyn Constantine, home repair program coordinator with TNP, told the commissioners that 148 Trumbull County property owners are on the waitlist to have their properties considered for emergency home repairs.

The program has made 282 repairs, serving 175 households. The average income for household residents has been $19,635.97.

“Since we were here last, we had 80 applications from people around Trumbull County for these services,” Constantine said. “So far, we are about halfway through those 80 applications.”

Types of repairs include work on roofs and gutters, accessibility, plumbing, replacement of hot water tanks and other types of work.

Martin said since ARP funds must be used by the end of the year, it is faster and more efficient to use it to provide needed home repairs for families.

TNP has been doing demolitions since 2011.

“The home repair program is allowing us to invest in existing housing stock,” Martin said. “The emergency home repair program is primarily used on older homes, which, in many instances, are owned by older residents.”

In other actions, the commissioners:

•Passed a resolution adopting the month of August as African-American Male Wellness Month, which will begin with a Black Men’s Wellness Day 5K Walk/Run at 7 a.m. Aug. 1 at the Covelli Centre, 229 E. Front Street in downtown Youngstown. There will be other activities throughout the day.

•Awarded a $234,865.60 contract to Frank Martuccio Asphalt & Paving Inc. of Mercer, Pa., for the Dunley Road Street Improvements Project in Mesopotamia.

•Awarded a $35,000 contract with GPD Group Inc. of Youngstown to provide professional services for the West Bolindale Neighborhood Plan activity, which is part of the 2025 Community Development Block Grant.

•Approved the purchase of four used Police Interceptor Units from the Geauga County Sheriff’s Office at a combined cost of $37,500.

•Awarded a $201,950 contract to MJD Excavating Inc. of Warren to do the Scott Street Phase 1 Sanitary Lateral Assistance Program for the sanitary house connections in Newton Township. The 30 prequalified households will not be required to annex into the village.

•Awarded a $24,600 contract with Clouch & Sons Excavating LLC of Newton Fall to do four house connections for the Scott Street Phase 1 Sanitary Lateral Assistance Program.

•Extended the agreement with KO Consulting LLC of Struthers to do consulting and grant writing services for the Trumbull County Commissioners. The contract will continue through the end of the year.
