YOUNGSTOWN -- Though prosecutors last week said Terrance A. "Andy" Machen, 35, of Youngstown, still faced one additional kidnapping charge in Youngstown Municipal Court, in addition to the two counts of kidnapping, two counts of felonious assault and one count of aggravated robbery he was indicted on three years ago, municipal court officials said Monday that is no longer true.
Municipal court officials said Monday the additional kidnapping charge in municipal court is now dismissed, eliminating the need for a preliminary hearing in municipal court Monday. The reason it was dismissed is that the charge is the same as one of the charges for which he was already indicted in common pleas court.
Mahoning County Common Pleas Court Judge Maureen Sweeney set Machen's bond at $750,000 in the common pleas court case last week.
Machen was indicted three years ago, but he could not be located until recently when a state trooper arrested him on a warrant in Youngstown.
The charges stem from a July 31, 2022, incident, in which Machen and two other men were accused of kidnapping two men and assaulting a woman.
A 2022 Youngstown police report stated that officers were called at 12:34 p.m. July 31 to Cassius Avenue and McGuffey Road on the East Side for a crash involving a white Ford Transit van that may have been connected to a call about 14 minutes earlier on Thurber Lane on the West Side of Youngstown.
A man with the Transit van said he was a victim of a kidnapping on Thurber earlier. He said three men wearing black masks grabbed him. Another man came out of a Kia automobile on Thurber, and he was assaulted several times. He said he and the other man were thrown into the Transit van. He said at some point, he was able to grab the wheel of the Transit van, causing it to crash.
He fought with one of the assailants, who had a box cutter, and the victim was cut on the hand. The assailant ran from the van. The victim was taken to St. Elizabeth Youngstown Hospital for treatment, and the Transit van was towed for investigation.
