Man, 24, indicted following police chase
YOUNGSTOWN — Elijah M. Smith, 24, was indicted Thursday on several charges stemming from incidents on or around April 18 in which Youngstown police chased Smith through the city because of notifications coming up on a law-enforcement-only database regarding criminal allegations.
Smith was indicted in Mahoning County Common Pleas Court on felony charges of violating a protection order, trespass into a habitation when a person is present or likely to be present and failure to comply with the order or signal of a police officer, and misdemeanor charges of unauthorized use of a vehicle, failure to stop after an accident, resisting arrest, obstructing official business and driving under suspension.
An April 18 police report states that an officer was sitting in a parking lot on Logan Avenue near Tod Avenue at 3:57 p.m. when Smith’s car passed the officer, who saw notifications regarding matters such as burglary and violating a protection order.
The officer tried to catch up to the vehicle on Hubbard Road. Smith pulled into a parking lot, but Smith would not listen to the officer’s commands, started the car and drove away, leading to a chase through the East, North and South sides of the city. The chase ended with Smith crashing the car at South and Dickson avenues on the South Side and Smith fleeing on foot.
The officer deployed his stun gun and Smith continued to fight officers, the report states. Smith was taken to St. Elizabeth Youngstown Hospital for treatment of injuries before being taken to the Mahoning County jail.
The report states that Smith was charged with failure to stop after an accident because Smith struck another vehicle on Interstate 680 during the chase.
The report states that an officer advised the officer involved in the attempted traffic stop that a woman had alleged earlier April 18 that Smith had broken into her house and would not return her car.
Smith has been in the Mahoning County jail since April 19, according to Mahoning County jail records.
