Boardman trustees take transient vendors to task

BOARDMAN — Township trustees moved Monday’s regular meeting to June 4 to accommodate the daytime work schedules of a couple of the board’s members.

While the meeting’s agenda presented nothing remarkable, Township Administrator Mark Ragozine said officials did discuss the problem of some workers in Boardman failing to keep respectful schedules.

“We had an issue with transient vendors with Brinks Security walking neighborhoods in the township well beyond 8 p.m.,” Ragozine said. “The moment we were made aware, (Planning and Zoning Director) T.J. Keiran, (Assistant Zoning Director) Beth Duzzny and I began to look into it. We contacted those vendors’ managers and contacted Brinks directly to express our frustrations at the late hours and that they did not take the time to come down and register with the township.”

Canvassers must be registered with the township. The registration costs $150 and is valid for 90 days. The canvassers must provide a clear current head shot, a copy of their driver’s license, their work identification badge, and some detailed information about themselves and their employers.

They also must operate within the hours specified by the township — Boardman’s permit specifies a window of 9 a.m. to 6 p.m. They also must leave if asked by the homeowner.

Ragozine said residents complained of Brinks employees knocking on doors at least as late as 9:45 p.m. Violations of the permit terms can result in revocation of the permit. Those operating without a permit or refusing to leave when asked by a homeowner, can be charged with trespassing.

“But the homeowner has to call the police,” said outgoing Township Administrator Jason Loree. “This is a tricky situation because if you’re a nonprofit organization or kids collecting for school or the press, those are all protected. But this is for door-to-door sales.”

Loree and Ragozine said the township does its best to monitor canvassers and make sure the employees and their companies are aware of and compliant with the township’s rules.

“We contacted Brinks and let them know that they have to follow our rules. I think we got that cleared up,” Ragozine said. “Every once in a while it seems you have to course-correct these vendors and make sure they’re aware of the policy.”

The Transient Vendor Application for canvassers can be found on Boardman Township’s zoning office website, at the top of the page, right below the heading. The document outlines everything vendors need to provide.

They can print it out and mail it to the zoning office along with payment or payment information, or they can bring it directly to the Boardman Township Government Center.
