Trumbull County Commissioners

WHO: Denny Malloy, Tony Bernard and Rick Hernandez met at 10:30 a.m,, Wednesday, for their regular meeting on the fifth floor of the County Administration building.

The commissioners:

•Approved a proposal for insurance from Rossi Insurance and the Trumbull County Independent Insurance agencies from the County Risk-Sharing Agency Authority. The coverage begins today and will last for one year.

•Approved an independent contractor agreement with TRC Engineers Inc., allowing the company to use Trumbull Engineers office space during the multi-year Trumbull County state Route 45 connector road project.

•Awarded RT Vernal Paving & Excavating Inc. of North Lima a $452,577.50 contract for the Trumbull CH 1088 Logangate Road Project. Project improvements include the resurfacing of Logangate Road from US 62 to Loganway Road in Liberty.

•Approved advertising for bids for the Trumbull 2026 Countywide Road Improvement, which includes the paving programs for Bazetta, Brookfield, Champion, Hartford, Howand,Hubbard, Liberty, Mecca, Warren and Weathersfield.

•Rejected a bid received on Oct. 31, 2025 and re-advertise for bids for the Trumbull-Ohltown Viaduct Bridge Rehabilitation Project.

•Authorized providing Strollo Architects Inc. $50,164 for its work with the Trumbull County Law Library Monumental Steps Replacement project.

•Approved the transfer of Wayne Court from the position of laborer 1 with the county’s Engineers Department to the position of sewer line maintenance assistant with the Trumbull Sanitary Engineers Department.

•Awarded X-Press Underground Inc. of Pietersburg, Ohio, two contracts for the Blueprint Phase 2 Water Regionalization Project for the bid amounts of $2,112,830 and $2,244,510 for a total of $4,357,340. This contract included improvements to the county’s water distribution system in order to expand the service area of Trumbull County’s Combined Water District within the Braceville Township Public Water Sewer.

•Modified the engineering agreement with Burgess & Niple Inc.,of Mentor, for an additional $169,680 for the Blueprint Phase 2 Water Improvement Project, located in Braceville, Southington and Farmington townships.

•Approved the transfer of Stanley Bell from Sewerline Maintenance Crew Assistant to the position of Sewer Line Maintenance Crew Leader. His pay will increase from $23.76 per hour to $27.45 per hour.

•Approved the transfer of Nicole Stefanik from Treatment Plant Operator to the position of operator in charge with the Trumbull County Sanitary Engineer’s Department. Her pay range will increase from $25.61 to $27.29.

•Increased the senior portion of the current Senior and Disabled Transportation program budget by $132,000 due to increased demand, plus it experiencing a $118,566 reduction of 5310 Program dollars.

•Approved Opioid funds in the amount of $6,000 be used for improvements to the Trumbull Action Group Drug Task Force training and operations briefing room.

•Approved a resolution proclaiming May 3 – May 9 as Correction Officers Week in Trumbull County.

•Approved a resolution proclaiming May 10 – May 16, as Peace Officers Memorial Day in Trumbull County.

•Approved the month of May ALS Awareness Month in Trumbull county.

•Awarded a $3,270 contract to CLR Utilities of Warren to remove a pole that has rotted and the transferring of the service panel and outlets to the new pole at the Trumbull County Fairgrounds 4H building.

•Approved the hiring of Michael Delbono as a deputy dog warden at $19.92 per hour.
