Man sentenced in Warren store killing
Jumal E. Rowe, 32, was sentenced to about 8.5 years in federal prison Thursday for possessing a firearm in connection to the Aug. 3 shooting death of David Lee Owens III, 31, of Warren, at the Convenient Food Mart at Elm Road and Larchmont Avenue NE.
U.S. District Court Judge Dan A. Polster handed down the sentence after Rowe pleaded guilty to being a felon in possession of a firearm and ammunition Dec. 18 in Cleveland Federal Court. Rowe, of Warren, was not allowed to possess a firearm or ammunition because of an earlier misdemeanor conviction for domestic violence. Court documents state that the court is recommending that Rowe participate in the Residential Drug Abuse Program and vocational culinary training.
Rowe and Rayjon R. McElroy, 25, were charged federally in connection to the Convenient Food Mart incident. McElroy’s charge was possession of ammunition by a person previously convicted of a misdemeanor crime of domestic violence.
A news release from the U.S. Attorney’s Office for the Northern District of Ohio quoted from an affidavit in the case stating that on Aug. 3, the Warren Police Department and Trumbull County Sheriff’s Office responded to a call regarding multiple gunshots and reports of an individual suffering from gunshot wounds at Convenient Food Mart.
Investigators reviewing footage from the store’s video surveillance found that about 5 a.m., several people were loitering and playing a dice game on the walkway just outside the main door. A fight broke out shortly thereafter and eventually escalated into a shooting incident in the parking lot between multiple individuals. Owens died from a gunshot wound.
Warren police were able to identify Rowe and McElroy from the store’s surveillance video. Investigators observed McElroy having a folding firearm when the fight broke out.
Rowe was also seen in store video in possession of a firearm that investigators identified as a semi-automatic pistol. In the video, Rowe was seen between two parked vehicles, shooting at others.
Rowe and McElroy faced up to 15 years in prison on their charges, the release states.
McElroy pleaded guilty to his two charges Oct 28 in U.S. District Court in Youngstown. Judge Benita Y. Pearson sentenced him to 25 months in prison Feb. 18. Upon release, McElroy will serve three years of probation. Pearson ordered forfeiture of the firearm and ammunition.
Savion Woodall, 24, is charged in Trumbull County Common Pleas Court with murder with a firearm specification in Owens’ death.
Woodall is also charged with two counts of having weapons under disability and one count each of attempted murder (for allegedly wounding a second man in both legs), illegal possession of a firearm in a liquor permit premises, tampering with evidence, carrying concealed weapons and improperly handling firearms in a motor vehicle.
