Teen could face adult charges for child porn

BOARDMAN — Documents from the Mahoning County Juvenile Justice Center show that a local teenager’s case likely will be transferred to Mahoning County Common Pleas Court.

The complaint against the 17-year-old states that the court finds sufficient reason to believe the boy “is not amenable to care or rehabilitation within the juvenile system.”

The charging document outlines 19 counts of pandering in sexually-oriented material involving a minor or impaired person, a second-degree felony if committed by an adult, and one count of pandering in obscenity, a fifth-degree felony if committed by an adult.

The incidents allegedly occurred between Oct. 2 and Nov. 5, 2025. Police acquired an order to apprehend — the juvenile equivalent of an arrest warrant — on Feb. 11 and on Monday, the teen’s mother brought him into the Juvenile Justice Center, where he remains in custody.

The Boardman police report states that on Oct. 2, a detective in the department received a notification from the Ohio Internet Crimes Against Children Task Force about videos that had been posted or shared on TikTok. The app reported the videos to the National Center for Missing and Exploited Children, which in turn referred them to Ohio ICAC.

The report states that on Nov. 5, police entered the boy’s home with a warrant, where they escorted him and a second unnamed male out of the house before searching it. Within the home they found and confiscated two laptops, two mobile phones, two PC towers and an external hard drive.

The JJC complaint states that the boy was just days shy of his 17th birthday when the alleged crimes were committed, and that he knew and understood the nature of the material and the illegality of sharing or reproducing it. The complaint further implies that the teen is unrepentant for the alleged crimes.

“During the investigation of this matter, the (alleged delinquent child) self-reported ongoing urges to seek out (child sexual abuse materials), urges to engage in child sexual abuse, and urges to inflict harm upon himself and others,” the complaint states. “Based solely on the foregoing considerations, the safety of the community overwhelmingly requires that the ADC be subject to adult sanctions.”

The document also states that the teen’s lack of a prior record does not minimize the need to charge him as an adult.

“And although the ADC has had no prior juvenile adjudications, the State (asserts) that there is insufficient time to adequately rehabilitate the ADC within the juvenile system.”

While the document asks the court to order an investigation into the juvenile’s fitness for transfer to the adult court system, including a mental examination, the document also asserts that he is “emotionally, physically, and psychologically mature enough” to qualify for transition to Mahoning County Common Pleas Court.

Neither the police report nor the complaint document from JJC indicates the age of the victim(s) depicted in the videos.
