Resurfacing project bid comes in well below estimate

YOUNGSTOWN — The apparent low bid for a resurfacing job to sections of three city streets is $362,419 less than the estimate for the project.

The work is for Gibson Street from Poland to Indianola avenues, Liberty from Atkinson to Bott avenues, and Shehy from Lincoln Park Drive to Loveless Avenue.

The bids, opened Friday, will be reviewed and the apparent low proposal of $766,977 from Lindy Paving, a Pennsylvania company with an office in Struthers, should be presented to the board of control at its Feb. 26 meeting for approval, said Charles Shasho, the city’s deputy director of public works.

The state is paying 54% of the project’s cost with the city paying the remaining 46%.

The city’s estimate was $1,129,396. Lindy’s proposal is about 32% lower than the estimate.

The two other companies submitting bids also proposed to do the work for less than the estimate.

R.T. Vernal Paving & Excavating Inc. of North Lima submitted a $804,946 proposal and Shelly & Sands Inc., which has an office in North Jackson, proposed to do the job for $891,433.

Shasho said he wasn’t surprised that the bids came in lower than the estimate.

“It’s not uncommon when you bid this time of the year,” he said. “Also, paving is cut and dry. It’s not like pump stations and sewer work. But we’re happy with what we received.”

The project should start in the spring and take 60 days to complete.

In addition to paving, the work includes pavement markings, curb ramps and signage.

Shasho said the sections of the three roads are in need of improvement work.

The project was originally scheduled to be done in 2025, but was delayed because of budgeting for other road work, Shasho said.

While proposals were opened Friday, city council has not yet authorized the board of control to advertise for bids and accept the lowest and best bid.

Council will consider legislation at its Wednesday meeting to authorize the board to do that.

“We didn’t get around to” putting the legislation in front of council before opening the proposals, Shasho said.

He added: “It happens. We would reject it if council said no. But I believe they’ll be happy.”
