Canfield hears update on road closure

CANFIELD — City Manager David D’Apolito announced at last week’s council meeting that Glenview Road will remain closed until the culvert west of the St. Michael Church property has been replaced.

Earlier this month, one lane of the road was shut down because of a deteriorating culvert, but after further investigation, it was determined to not be safe enough for even one lane of traffic. That saw the road closure and brought on another problem.

D’Apolito said “road closed” signs have been posted on Glenview, but someone has been moving them. He said it is against the law and police will be watching the area.

“The signs are there for safety,” he said.

In other old business, city council heard from city attorney Mark Fortunato about a tax abatement for the new Dairy Queen being built at 587 E. Main St. The abatement was on the agenda for approval at the meeting.

Fortunato said the city adopted a Community Investment Area as part of its economic development plan to encourage growth. The plan allowed for a property tax abatement for new construction, and the $3.2 million DQ falls under that program.

“It doesn’t mean (DQ) owners will not pay any property tax,” Fortunato said. “They will not pay the tax on new construction.”

He said the property tax will remain as it was prior to construction. That amount would be paid each year for the next 10 years (the length of the abatement).

He said the new Dairy Queen will not only enhance the area, but it will bring roughly 40 to 50 jobs.

The abatement had to first be approved by the Canfield Board of Education, which unanimously passed it at an earlier meeting. Council unanimously approved the abatement as well. It is a 100% abatement of the new construction for 10 years.

In other business, council:

• Approved an ordinance establishing new Canfield Codified Ordinance Chapter 1113 titled “Construction Acceptance and Bonding.” D’Apolito said the ordinance would protect the city in accepting roads, sidewalks and infrastructure before a development is finished.

• Approved an ordinance authorizing entering into an agreement between the city and Dynegy Energy Services East LLC for an (opt-out) electric aggregation program. The amount of the agreement would be 9.98 cents per KwH compared to 8.66 per KwH from last year.
