Weathersfield approves annexation request
WEATHERSFIELD — Township trustees at their January meeting approved a pre-annexation agreement among JRD Holdings, Niles city and Howland and Weathersfield townships.
Township officials said JRD Holdings owns approximately 50 acres of land in Weathersfield, with 12 acres located in Howland, and wants to annex the property into Niles so it can use the city’s utilities.
Township Administrator David Rouan said Niles, Howland and Weathersfield have negotiated an annexation agreement to foster a housing development on the property that will benefit the residents of all three entities as the property will be annexed into the city but property taxes will remain in the townships.
Rouan said the location is in the McKinley Heights area off Anderson Morris and Stillwagon roads. The annexation agreement shall be filed with the Trumbull County commissioners.
In other business, trustees will host the annual veterans banner program for 2026.
Trustees said up to 52 banners will be installed on light poles in the township park.
Banner orders will be accepted beginning Monday and will continue through March 13.
Trustees said the program provides a meaningful way for the community to honor local veterans and active service members by displaying personalized banners throughout the park. Program details will be available on township’s Facebook page or can be picked up at the administration building
ROAD PROJECT
Trustees also entered into an agreement with the Trumbull County Engineer’s Office for the administration and completion of the Federal Highway Administration / Ohio Public Works Commission project on Niles Carver and Salt Springs roads. The project cost is estimated to be $712,085 and is funded by a grant at 80%, up to a maximum of $569,668 by Surface Transportation Block Grant funding.
Weathersfield is responsible for 20% of all eligible costs, which are estimated to be $142,417. Additionally, the township is responsible for all costs exceeding
the maximum funding amount. Weathersfield has obtained STBG funding through the Eastgate Regional Council of Governments.
The county will be responsible for advertising and awarding bids for the project.
In other action, trustees:
• Named Steve Gerberry as chairman and Ed Whittaker as vice chairman.
• Accepted a $2,000 donation from the owners of Wholesale Fireworks Inc. with $1,000 for the police department and $1,000 for the fire department. Trustees said owner Richard Naples, a longtime township resident, recently died and always supported the township.
• Approved promoting firefighter Judd Radovic to fire lieutenant and Brandon Bingham from probationary firefighter to firefighter.
• Appointed trustee Richard Harkins as representative to the Mahoning Valley Sanitary District Advisory Council.
• Appointed Matthew Glidewell to the zoning board of appeals to a five-year term as an alternate member. He had previously served as an alternate on the zoning commission.
• Set meetings at 7 p.m. the second Tuesday of each month at the township administration building.
