Drug dealer sentenced to 23 years in US prison

YOUNGSTOWN — Rayshawn D. Hall, 24, was sentenced to 23 years in federal prison Wednesday after pleading guilty in April to eight drug charges, including fentanyl distribution, two counts of methamphetamine distribution, possession with intent to distribute cocaine, distributing methamphetamine and attempted possession with intent to distribute fentanyl.

U.S. District Court Judge Christopher Boyko in Cleveland federal court handed down the sentence, giving Hall 23 years on seven of the convictions and six months less than 23 years on another one, with all of the sentences running at the same time.

A special agent of the U.S. Department of Homeland Security working with the Mahoning County Law Enforcement Task Force filed an affidavit in support of a criminal complaint in the case that states that on Oct. 19, 2023, the Mahoning Valley Crisis Response Team, Mahoning Valley Violent Crimes Task Force and Mahoning Valley Law Enforcement Task Force executed a search warrant at an address in Youngstown.

Investigators previously identified Hall as a drug trafficker through information from multiple confidential sources and by conducting controlled buys from Hall, the affidavit states.

During the search, investigators found a large amount of cash in several areas of a bedroom in the upstairs part of the home.

The special agent stated that he saw a portion of the cash had been shrink-wrapped. The affidavit noted that based on his experience, individuals who sell drugs will often shrink wrap cash and narcotics to compress their size to make it easier to transport and conceal, the document states.

The special agent also saw a large amount of cash on a night stand. Investigators also found cash in and around a bedroom dresser and cash in a purse that also contained the driver’s license of Hall’s girlfriend. The total of the currency was about $57,000. Investigators found that 43 of the pieces of currency matched currency used in controlled purchases.

During the execution of the search warrant, Hall’s father, Alfred Hall, told investigators which bedroom his son and his girlfriend use in the home, the one where the money and other items were located, the affidavit states.

Alfred Hall also told investigators he thinks his son, Rayshawn Hall, was selling drugs and advised investigators he told Rayshawn Hall “not to sell drugs in (Alfred Hall’s) house.”

Alfred Hall also gave investigators permission to search a vehicle parked near the home.

The affidavit stated that “Alfred Hall was later murdered Nov. 27, 2023, at his” home in Youngstown. Vindicator files state that Alfred Hall, 42, was killed at his home on Park Hill Drive on the South Side.

Investigators involved in the search warrant also interviewed Rayshawn Hall and asked him who owned the car in the driveway. Rayshawn Hall said he did not know and that he did not live in the home. He said he only stops there to visit his girlfriend and his father, Alfred Hall.

When investigators searched the vehicle, they found a box containing suspected crystal methamphetamine and suspected cocaine, the affidavit states. A U.S. Drug Enforcement Administration lab determined that there was 9.3 pounds of crystal methamphetamine and three pounds of cocaine confiscated.

The drugs were in a box that was shipped to an address in Youngstown from an address in California that is a known source for narcotics such as crystal methamphetamine and cocaine, the affidavit states. It was delivered in Youngstown Oct. 13, 2023, it states.

Rayshawn Hall has been in the Mahoning County jail since Dec. 6, 2024, according to jail records.
