Women injured in downtown altercation; two men arrested

YOUNGSTOWN — A woman was hospitalized following an altercation Friday morning near a local hangout for college students.

Bryan Moore, 48, was charged with possession of drugs and felonious assault, while Ryan Moore, 48, was charged with felonious assault.

According to the Youngstown Police Department report, officers responded to a fight across from The Social Bar on West Commerce Street. Upon arrival, they found a woman sitting on the ground, seemingly unconscious and being helped by witnesses.

Officers had Ryan Moore in handcuffs already, while other officers located and detained Bryan Moore near West 34’s side entrance on West Federal Street.

A witness, the victim’s cousin, told officers that the men had been following both of them throughout the evening while they were at The Social. The witness told officers that they attempted to avoid the men “multiple times,” but they were persistent in their attempts to make contact with them.

According to the report, the witness alleged that both men approached the women as they were attempting to get into their other cousin’s car and tried to get their phone numbers. The woman exited the vehicle while yelling at both men due to the unwanted and persistent attention.

The report states that the woman threw a punch, and a fight broke out between her and the Moores. The other cousin used pepper spray to defend her from the men. The fight continued, and Bryan Moore allegedly held her down against the street curb, with Ryan Moore approaching her and stomping directly on her head against it.

Another witness on the scene provided officers with a video of the altercation on her cellphone, which started with the woman fighting with the Moores on the sidewalk. One of the witnesses entered the scene and used pepper spray while the woman continued punching Bryan Moore, eventually knocking him to the ground.

The report states that the rest of the video showed Ryan Moore stomping on her head and walking away, which officers collected as evidence.

Officers noted that multiple officers and EMT personnel attempted to speak with the woman, but she was unable to respond or move on her own accord due to a possible severe head injury or concussion. She was transported to St. Elizabeth Youngstown Hospital, where she was treated for her injuries, according to the report.

The report states that Bryan Moore and Ryan Moore were to be arrested on charges of felonious assault due to the incident’s nature and the video evidence presented.

Upon searching the men, the report states officers found three phones on Bryan Moore. In the case of one of them, officers said they found a baggie of white powder suspected to be cocaine. Bryan Moore said he had just found the other two phones.

When speaking with the other officers, it was determined that the woman was the “primary aggressor” in the physical fight that the Moores escalated, and she should be charged with assault — if the men wished to pursue charges.

Due to her mental and physical state, the report states officers did not charge her at that time.
