Woman charged with assault had baby strapped on during arrest

YOUNGSTOWN — Ciana M. Suggs, 24, was arraigned Monday in Youngstown Municipal Court on misdemeanor assault in a Saturday afternoon incident in which she is alleged to have punched another woman in the face.

A police report states that police were called to a home at 3:21 p.m. Saturday for a fight and spoke with the person who called 911.

She said she was taking her garbage out when a woman “came walking out of (a building) and punched her in the face.” The name of the street and address were blacked out in the report as part of Marsy’s Law, which protects crime victims.

The officer asked if something led up to the incident, and the victim “initially said ‘No,’ but then said that they were arguing about something that happened nine months ago,” according to a Youngstown police report.

Officers then spoke to Suggs, and she said that she and the victim were “arguing, and as a result, she punched (the other woman) in the face.”

The officer noted in the report that while an officer was taking Suggs into custody, Suggs was “uttering to herself that when she gets out she was going to” beat up the other woman. An officer stated Suggs made the statement seven or eight times.

The officer writing the report also noted that Suggs had a 1-month-old baby “attached to her in a carrier.” While officers were still there, Suggs’ grandmother took the infant to take care of it “until this situation is resolved,” the report states. Suggs was taken to the Mahoning County jail, where she remained Monday afternoon.

An attempt was made to clarify what type of carrier Suggs was wearing when officers took her into custody and whether the baby was in the carrier when she allegedly assaulted the other woman, but got no response.
