Resurfacing of streets may have to wait until next year
YOUNGSTOWN — The apparent low bid for a project to repave four streets came in under the engineer’s estimate, but the work may have to wait until spring.
The streets are Wood Street from Belmont Avenue to Wick Avenue, McGuffey Road from Jacobs Road to state Route 616, Sheridan Road from state Route 170 to Powers Way, and Powers Way from Sheridan Road to the Pine Hollow Bridge.
The project includes resurfacing, drainage rehabilitation, new curb ramps, signage and road striping.
Two companies submitted bids Friday for the work with Shelly & Sands Inc., which has an office in North Jackson, turning in the apparent low bid of $1,226,625. The other bid of $1,258,471 came from Karvo Companies Inc. of Stow.
The engineer’s estimate for the project was $1,354,930.
The project won’t cost the city any money, said Charles Shasho, deputy director of public works. The federal government is covering 80% of the cost with Ohio Public Works Commission funding paying the rest, he said.
The city’s board of control signed off July 3 on a project grant agreement with the OPWC.
But additional dealings with the state will likely force the project to start in spring 2026, Shasho said.
“If it was a local project, they’d get it done, but we have a whole process to go through with the state,” he said. “The good news is we’re not paying anything for the work.”
The project will take 90 days to complete, he said.
“The roads are in bad shape, but it’s not critical,” Shasho said. “I don’t want to tear them up and keep them like that over the winter. We want to build it this year, but we’ll have to see. Maybe they can do one road this year.”
City officials need to review the bids. After that review is done, the board of control will award the contract.
