Recount fails to change 1 vote in city mayor’s race

YOUNGSTOWN — A hand count of the Democratic primary for Youngstown mayor, paid for by 3rd Ward Councilwoman Samantha Turner, came back with the same results — she lost to Mayor Jamael Tito Brown by 64 votes.

“The numbers came back exactly as we certified,” Tom McCabe, elections board director, said Tuesday after the ballots were recounted.

Referring to election skeptics, David Betras, board chairman, said, “The machines that they don’t like are very accurate.”

Turner, who is in the middle of her second four-year term on council, paid $3,600 out of her campaign fund for the hand recount of the city’s 45 precincts. The cost per precinct is $80.

Turner didn’t respond Tuesday to requests to comment on the recount. She hasn’t responded to requests from The Vindicator to comment on the election since losing the May 6 primary.

In a public statement conceding the race May 20, the day after the board of elections’ certification, she wrote: “I’d like to congratulate Mayor Tito Brown on his victory and wish him continued strength and wisdom in leading our city forward. This is not the end — just a new chapter in my commitment to serve the people of Youngstown.”

Three days after that, Turner sent a letter to the board “to formally request a recount of the votes.”

The official results have Brown winning by 64 votes: 2,010 to 1,946 for Turner, or 50.81% to 49.19%.

That 1.62% margin of victory is more than 0.5 of a percent or less needed for an automatic recount.

McCabe said despite the close margin, a victory by that percentage is definitive and a recount wouldn’t change the outcome. McCabe said Turner observed the recount and told him that she came away satisfied with the process.

Brown said Turner has talked to him since conceding, but never told him she requested a recount.

Brown said his focus is on the Nov. 4 general election.

Three independents filed by the May 5 deadline for Youngstown mayor: John White, Derrick McDowell and Aleesha Foster. The eligibility of at least White and Foster are in question.

The board plans to meet July 8 to determine the eligibility of independent candidates.
