N.C. man indicted in fatal crash
YOUNGSTOWN — Robert C. Powell of West End, North Carolina, was indicted Thursday on charges of aggravated vehicular homicide, improperly handling firearms in a motor vehicle and operating a vehicle under the influence in a fatal April 10 crash on U.S. Route 422 in Coitsville Township.
The crash killed John Kulnis, 62, of New Castle, Pa.
If Powell, 24, is convicted of aggravated vehicular homicide, a second-degree felony, he could get about eight years in prison. Powell is free on $127,500 bond, but was placed on house arrest. He is likely to be arraigned in the coming weeks in Mahoning County Common Pleas Court.
Coitsville police Chief Michael Morris said Powell’s vehicle came in contact with Kulnis’ vehicle at the intersection of U.S. Route 422 and Hubbard Road. There are stop signs on Hubbard Road, but not on Route 422, according to Google Maps. Powell also was charged with misdemeanor failure to yield the right of way, according to Campbell Municipal Court records, but he was not indicted on that charge, according to Mahoning County Common Pleas Court records.
Morris said Powell was in town working as a contractor who runs fiber-optic cable. An officer with the Coitsville Police Department filed the criminal charges in the case, but a crash reconstructionist with the Ohio State Highway Patrol assisted with the investigation, a dispatcher with the highway patrol said. Powell’s OVI charge alleges he refused to take a blood-alcohol test. Morris said two firearms were found in Powell’s vehicle.
Kulnis was a 1980 graduate of Lawrence County Vo-Tech who worked since 2019 at the Lawrence County Courthouse in recycling and solid-waste management, according to his obituary. He also served as director of maintenance at Cray Youth & Family Services of New Castle, Pa., it states.
Kulnis was a motorcycle enthusiast, loved to travel and enjoyed the outdoors, his obituary states.
Others indicted are:
•Justin F. Moore, 35, Mahoning County jail, two counts of public indecency, one a felony and one a misdemeanor (superseding indictment).
•Isabella M. Repucci, 20, Mahoning County jail, two counts of felonious assault with a firearm specification, tampering with evidence and receiving stolen property.
•Christopher T. Guildoo, 47, West California Avenue, Sebring, aggravated drug possession, grand theft and breaking and entering.
•Jamie A. Severs, 46, Taylor Road, Negley, fentanyl related compound possession, heroin possession and escape.
•Tony Cheirs, 62, Ellenwood Avenue, felony theft.
•Dustin M. Shamp, 30, Freemont Avenue, felony cruelty to companion animals with a firearm specification and misdemeanor discharge of a firearm on or near prohibited premises.
