Judge revokes bond for 83-year-old with serious, new charges pending
YOUNGSTOWN — A Mahoning County Common Pleas Court judge has ordered that Charles G. Ratliff, 83, be held without the chance to make bond in a drug case.
Prosecutors want his bond revoked because of a more recent aggravated burglary charge at a downtown Youngstown high rise. Judge Anthony D’Apolito ruled Friday, the same day prosecutor requested it, that Ratliff be held without bond.
Ratliff was indicted in January 2024 on eight counts of cocaine trafficking, all low-level felonies, following an investigation by the Mahoning County Law Enforcement Task Force. The investigation into Ratliff involved undercover buys.
Ratliff did not appear for his arraignment in January 2024, and a bench warrant was issued for his arrest, according to a filing by the Mahoning County Prosecutor’s Office. Ratliff was arrested May 20, 2025, and bond was set at $10,000, which Ratliff posted several days later. A condition of bond “is always that a defendant not violate any laws while they are out on bond,” the filing states.
On Thursday, Youngstown police were called to the International Towers high rise on Market Street downtown for a fight with a knife. Officers were told Ratliff was trying to stab another man with a knife.
Police later found and arrested Ratliff on a charge of aggravated burglary, a first-degree felony. That means Ratliff has violated the terms of his probation and should be held in the Mahoning County jail without the opportunity to make bond, the prosecution filing states. If Ratliff were to be convicted of aggravated burglary, he could get about 11 years in prison.
Ratliff has a preliminary hearing in the aggravated burglary case at 9:30 a.m. Friday. His bond in that case is $30,000.
