City man, 83, charged with aggravated burglary
Accused of threatening man with knife on Market St.
YOUNGSTOWN — An 83-year-old man was set for arraignment Friday afternoon in Youngstown Municipal Court after he allegedly used a ruse involving a woman to break into a high-rise apartment building on Market Street and threaten a man with a knife.
Charles Ratliff was arraigned Friday in Youngstown Municipal Court on a charge of aggravated burglary. If convicted, he could get about 11 years in prison.
He remained in the Mahoning County jail Friday in lieu of $30,000 bond, according to county jail records. His preliminary hearing will be at 9:30 a.m. June 27. Ratliff had an address on Rush Boulevard in Youngstown in a 2024 criminal case, according to court records.
On Thursday, Youngstown police were called to an apartment at an unspecified address on Market Street in the city at 10:13 p.m. for a fight with a knife and a caller saying Ratliff was trying to stab someone. Before the officer arrived, he was told Ratliff ran out the back door of the apartment building to a light=colored Ford Escape, a city police report states.
When the officer arrived, he saw the Ford Escape still in the parking lot with its lights on. The officer also saw Ratliff walking with a woman back into the building, the report states.
The officer had to wait to be let into the building. By then, Ratliff had gotten onto the elevator in the building and gone to an unknown floor. The alleged victim said Ratliff forced his way into his apartment and held a knife to him, threatening to stab him. He said Ratliff was accusing him of having a sexual relationship with a woman associated with Ratliff.
The alleged victim said a woman knocked on his door. When he answered, Ratliff was hiding against the wall and pushed past the woman into the apartment and began threatening him. The argument moved into the hallway with the alleged victim retreating to the staircase to get away from Ratliff, the alleged victim said.
The officer was shown surveillance video to determine that Ratliff had gone to an apartment on the eighth floor. Officers went there and arrested him.
Surveillance video also showed Ratliff putting his hand on the woman’s back and pushing her through the doorway of the victim’s apartment when the door opened, the report states. A moment later, they all entered the hallway, and Ratliff had a knife in his hand attempting to get to the man, the report states. But the woman attempted to break up the fight by pushing Ratliff back, the report states.
Officers spoke with the female involved with the entry into the victim’s apartment, and she said she had no idea Ratliff was going to try to harm the other male and did not know he had a knife, the report states.
Ratliff’s car was towed from the apartment because of Ratliff being arrested and “not being a resident of International Towers,” the police report states.
